Journalist Osman Stafa has denounced by name the persons involved in the theft of data from the TIMS system.
According to him, this process was initiated by Ervin Muça, director of IT in the state police. The staff says that employees of a private company were also involved in the serious crime, while the government is trying to close the scandal.
Furthermore, the journalist has raised several questions for which, according to him, the State Police and the Ministry of the Interior should provide answers on the naming of Mucha, which he describes as a scandal.

Personal data of Albanian citizens have been stolen. This scandal should have been reported and should have alerted the Albanian State. But it didn't happen. This is a big scandal as it turns out that these data were stolen from within the system and specifically from a process initiated and directed by the Director of the Department of Technology and Information, Ervin Muça, appointed to this post in recent months. The Prosecution must investigate why he undertook this act.
WHAT HAPPENED?
At the beginning of August, Ervin Muça ordered the database and server employees to export all TIMS data to an external hard drive, to a USB that this person carried in his pocket.
Some of the employees refused to be involved in this theft by notifying their boss, Ardit Muço. The latter immediately notified by email all the sectors he led and informed the General Director of Police, Mr. Muhamet Rrumbullaku and the Director of Crimes, Mr. Neritan Nallbati, not to be involved in illegal processes and any verbal orders that they receive, which is contrary to the law, are charged individually if applicable.
On the same day, in the afternoon of August 2, the director Ervin Muça (previously accused of data theft from Taxes, the public case of extracting the salaries of Albanians) receives two external IT from the companies he cooperates with and 1 IT from the CKB, without equipped with security certificates, putting them in violation of the law inside the building where the servers are located. According to reliable sources, it is known that they have managed to download all the data from the servers (to verify the footage).
The process was carried out in the presence of Besjon Tanuzi, appointed on 18.07.2023 in open violation of the law and not with proper professional education. Besojn Tanuzi completed his studies in Business Administration, while he was appointed to the position of Director of Servers and Systems in the State Police (without any experience in the State Police).
WHO IS ERVIN MUÇA?
Ervin Muça was appointed as Director of the Department of Technology and Information in the State Police, about 2 months ago. Earlier he was employed as IT Director at the Ministry of Finance and External Advisor at the State Cadastre Agency.
But the appointment of Ervin Mucha himself to this post is a scandal in itself. He was appointed there in complete violation of the law.
For Ervin Muça to receive the rank of "Senior Manager" and become the Director of the Technology and Information Department, he had to go through several steps and implement some important procedures dictated by law.
My questions on the appointment of Ervin Muça, to which the State Police and the Ministry of the Interior must provide answers, are:
1. A janë zbatuar procedurat e emërimit të personit në fjalë?
– A i janë marrë shenjat e gishtave në momentin e emërimit, sipas nenit 146 të Rregullores së Policisë së Shtetit? Nëse po, a ka pasur ky person probleme me ligjin më herët, brënda apo jashtë Shqipërisë?
2. A janë zbatuar procedurat për emërimin në detyrë si “Drejtues i Lartë” sipas nenit 150 si dhe 155 (pika 9) për publikimin e pozicionit në website të Policisë së Shtetit, apo emërimi ishte me porosi nga lart?
3. Në cilën datë ky person ka ndjekur kursin në Akademinë e Sigurisë për fitimin e gradës “Drejtues i Lartë” dhe në cilën datë është emëruar në detyrë?
4. A ekziston një urdhër i Drejtorit të Përgjithshëm për ndjekjen e kursit në Akademinë e Sigurisë me kohëzgjatje 4 muaj për funksionet e veçanta në këtë nivel? Nëse jo, sa është kohëzgjatja e kursit për fitimin e gradës?
5. A e ka dorëzuar deklaratën e vettingut në kohë personi në fjalë? Sipas verifikimeve në ILDKPI kjo nuk ka ndodhur.
6. Si ka mundësi që ky individ emërohet në funksione të larta në Policinë e Shtetit, pa u vetuar nga institucionet e sigurisë, AMP, SHISH, DSIK?
7. A është njohur ky person me informacione konfidenciale gjatë ushtrimit të detyrës prej datës së emërimit?
Këto pyetje duan përgjigje. Nëse çfarë thash më lart nuk është zbatuar, atëherë duhet mbajtur përgjegjësi.

Drejtori përgjegjës për këtë skandal, Ervin Muça vjen përsëri në detyrë pas disa ditësh dhe tashmë edhe pse akuzohet për vjedhjen e të dhënave sensisteve të shqiptarëve vazhdon të shkojë në punë çdo ditë. Sikur të mos ketë ndodhur asgjë.
Agjencia e Mbikqyrjes Policore ka nisur një hetim dhe do mbetet për t’u parë se çfarë ka nxjerrë hetimi i tyre.
Ndërkohë mësohet se punonjësit e IT së Policisë janë kërcënuar dhe për disa prej tyre ka nisur ecuria disiplinore për t’i mbajtur nën presion.
Kam ndjekur me kujdes postimin e Ambasadës Amerikane, ku i Ngarkuari me Pune i ka kërkuar Ministrit të Brendshëm hetim të shpejtë dhe të gjithëanshëm në lidhje me këtë raportim dhe ndërhyrje. Nga ana tjeter Ministria e Brendshme në postimin e saj nuk e prekte fare këtë çështje, duke i vënë rëndësi vetpastrimit të Policisë së Shtetit.
I nderuar Z. Ministër, çfarë provash doni më shumë për pastrimin e Policisë së Shtetit?
Si mund te kthehet në punë normalisht një person që akuzohen për një skandal të tillë?
A nuk duhej të pritej fundi i hetimeve?
Është shumë e trishtë se çfarë po i bejnë këtij vendi. Sesi po vjedhin çdo të dhënë tonën. Pasi morën në dorë të dhënat për pagën, ID, targat e makinës, nr e tel, adresën, vendin e punës, u kishte mbetur të vidhnin edhe të dhënat e sistemit TIMS.
