The name of businessman Carapuli is not unknown. He is considered one of the businessmen connected to Prime Minister Edi Rama.
The Tirana Prosecution Office, in an official announcement, announces details of the investigation launched against the head of the Tirana IMT, Rigers Sheqeri, who has been suspended from duty by a decision of the Tirana Court, as part of security measures based on the request of prosecutor Julian Xhengo.
According to the announcement by the Prosecution, along with Sheqeri, the court has also suspended IMT lawyer Erlion Papa from his duties.
It all has to do with the inaction of Tirana IMT officials towards the violation of the construction permit by businessman Pandeli Carapuli.
Against the latter, the Tirana Court imposed the security measure "ban on leaving the country" and the obligation to report to the Judicial Police.
The name of businessman Carapuli is not unknown. He is considered one of the privileged businessmen by the Government. In the denunciations made, it turns out that Carapuli has benefited from billions of public funds through tenders, but also the construction of one of the luxury resorts in the south of the country, even creating clashes with the residents of Tragjas, regarding water.
Carapul's name has also been linked as the builder of Prime Minister Edi Rama's apartment in Surrel.
Meanwhile, the Tirana Prosecutor's Office has filed charges of abuse of office against IMT officials Sheqeri and Papa.
" Following the investigations carried out in connection with criminal proceedings No. 337/2026, based on the report made by citizen Admir Ago, administrator of the company "AL OIL 2019" sh.pk, who claimed that works were carried out on the property of this company that resulted in its damage as well as construction works without a permit, it resulted that for the construction works subject to investigation, which took place in the Farka Administrative Unit and registered with the Local Directorate of ASHK-Tirana Rurale 1, it is necessary to obtain a construction permit and that the company "Eurocol" sh.pk was not equipped with such a permit.
Likewise, it turned out that the IMT employees at the Municipality of Tirana initially kept the Report for the ascertainment of the misdemeanor No. 8331", dated 29.12.2025, in which such a fact was ascertained, while subsequently, the Chief Inspector of this institution Rigers Sheqeri, based also on the report prepared by the lawyer Erlion Papa, decided to close the procedure, in violation of the law, without taking any of the administrative measures provided for by Article 5 of Law No. 9780, dated 16.07.2007, "On the inspection and protection of the territory from illegal constructions". In this case, there is a reasonable suspicion based on evidence that citizens R.Sh. and EP, have committed the criminal offense of "Abuse of office" committed in collaboration, provided for by Articles 248 and 25 of the Criminal Code ", the official announcement of the Prosecutor's Office states.
