Former Police Director: January 21, Berisha destroyed evidence; 2 million lek

Bajram Yzeiraj, former head of the Police, shows the practice that was followed on January 21, 2011, when 4 protesters were killed by the Guard during a Socialist Party rally.

Yzeiraj said on the show "Shqip by Rudina Xhunga" on Dritare TV that Berisha is primarily responsible for the evidence being tampered with.

" For January 21, I have shown the entire practice that was followed, the entire history of the judicial body. For me, on January 21, the ego for power violated every law, every norm. Two security forces, the police and the Guard, were operating in the protest.

One is responsible for security at the rally, in the public environment, the other has the facility. I don't know who directed it. I asked the Ministry of Interior for the plans to see who acted, they told me they had disappeared. Does anyone have those images? Who directed it, the police director, the deputy minister or the minister of the interior? The way it happened shows that there was no coordination, that everyone acted for their own account.

When officers were hit with sticks by SP activists, the police should have reacted, not tolerated. The police should be patient when they are insulted, but not to the point of endangering the lives of police officers. In these cases, they should have intervened. The police did not intervene until they fired tear gas, where they were injured themselves and left, they were not replaced by other forces.

The police failed, left the territory empty, did not bring in the rapid intervention forces, even for a presence. Leaving the territory, the Guard had another pressure, the disorganized street forces did whatever they wanted with the Guard. Thus the Guard was derailed, went off the rails, went out of law, organization and discipline. And started shooting. The Guard troops, wherever they were, were shooting. The leaders either did not listen, or they themselves had given the order to shoot.

The other case is when the entrance is attacked by a car. This is the typical case when a weapon is used. There the weapon was not used by the Garda. After the demonstration was broken up, there was no more intensity, there was no more danger, the Garda killed 4 citizens and it is a pity that they did not kill more because there could have been more victims.

The prosecution ruled it manslaughter. It is not manslaughter. It is intentional murder. The commander who led the Guard was present. All those who were present committed a crime. When it comes to responsibility, the abuse of office comes from the leaders of the police and the Guard, all the way to the head of the Prime Minister's Office who has declared himself, avoiding, accusing, and not allowing the implementation of the orders of the Prosecution.

A prosecutor who feels responsible should have put handcuffs on Berisha right then. But that prosecutor was following the Prime Minister's orders. Berisha is primarily responsible for the evidence being destroyed.

During my time as an advisor to the Ministry of Interior, I found a list of names of cadres who had been rewarded for the January 21 rally, for their work. They were rewarded with over 2 million lekë, including police and guard leaders for the good work they had done in protecting the Prime Minister's Office. Only one of the leaders had refused, saying that he was ashamed to accept money for a rally where 4 people were killed. He was Muhamet Rrumbullaku. This action shows integrity.

All the others had received money for a rally where 4 people were killed. A good part of them are still serving in the State Police. This is scandalous to me. What I hope for in this case is that the prosecution will thoroughly investigate this matter since it has taken it over, to teach a lesson to political and state decision-making. Whoever puts his hands on the justice organs, whoever gives illegal orders, will get what is due to him , "says Yzeiraj.
