Anila Bisha says she had only signed a contract for a virtual assistant on the E-Albania portal, but her image was used for the position of Minister of Artificial Intelligence.
In Albania, Anila Bisha has been a well-known figure in cinema and theater for decades. But for several months now, she has been living in the shadow of Diella, the artificial intelligence to which she has given her face, a role she says she never wanted.
In September, when Prime Minister Edi Rama announced the appointment of an artificial intelligence to the post of Minister of Public Procurement, in a communications move for which he is known, the actress's face appeared on the front pages of newspapers around the world.
A few days later, the digital minister, dressed in traditional Albanian costume, addressed Parliament in a video that was watched by millions of people. Faced with that face, her own face, delivering a speech she knew nothing about, in a role she had never accepted, Anila Bisha felt shocked, writes the French " le Parisien ".
"I couldn't believe it when I saw myself giving a speech in Parliament, when I heard my voice saying that I was a minister," the 57-year-old actress recounts, adding, "I cried a lot."
Public services portal
In early 2025, Bisha agreed to lend her face and voice to a virtual assistant for E-Albania, a public services portal that aims to help citizens navigate administrative procedures.
To create this avatar, she stood for hours talking non-stop. Every mouth movement and every sound had to be recorded so that the artificial intelligence chatbot, called Diella (Sun in Albanian), could respond naturally to users' requests.
Within a few months on E-Albania, Diella recorded nearly one million interactions and released more than 36,000 documents through the platform, a success that was appreciated by the government and users.
This led to Edi Rama announcing in September 2025 the appointment of Diella to the post of Minister of Public Procurement, promising "100% corruption-free" public tenders, a widespread problem in Albania.
Since December, the director of the department responsible for artificial intelligence has been placed under house arrest for suspected links to illegal manipulation of public tenders.
But the appointment of this virtual minister immediately sparked strong criticism: experts warned of the illusion of an incorruptible artificial intelligence, lawyers raised questions about the legality of this appointment, and the opposition turned to the Constitutional Court, concerned about the issue of who is responsible for decisions made by artificial intelligence.
"Too heavy for me"
Anila Bisha says she never knew her image would become that of a minister and that she has been trying to contact the government for months. "The use of my image and voice for political purposes is something very difficult for me," the actress says. She adds that "people who don't like the prime minister hate me and that hurts me a lot."
She emphasizes that she has only signed one contract with the Albanian Government, which ended on December 31, 2025, for the use of her image within the framework of the services that E-Albania offers to citizens. Faced with the government's silence, Anila Bisha no longer believes in a negotiated solution and has turned to justice.
On Monday, a request to suspend the use of her image pending a trial on the merits was rejected by an administrative court. But her lawyer, Aranit Roshi, said a new lawsuit will be filed in the coming days, including a request for one million euros in damages for violation of her image rights.
The government responded in a statement saying it “welcomes the opportunity to resolve this issue once and for all in court.” Anila Bisha says that, if necessary, she will also take the matter to the European Court of Human Rights in Strasbourg. /Adapted from Pamphlet /
