The Mayor of Pogradec, Ilir Xhakolli, has a dubious past related to corruption, bribery, document forgery and collaboration with crime, especially during the years 1992-2005, when he served as a customs officer at the Kapshtica border crossing under the name Ilirian Xhago. He changed his name before running for office and becoming a member of parliament for the Socialist Party, and he did not stop his corrupt practices even when he was elected Mayor of Pogradec in 2019.
To carry out these practices, he has appointed the General Secretary, Dritan Babasuli, at the head of the Municipality, to whom he has delegated not only legal powers, but also those for bargaining and manipulation of funds. Babasuli has thus become the key figure in the abuses and financial scandals in this municipality.
In the role of Secretary General, Dritan Babasuli is practically the number two official after the mayor. He administers and signs funds, tenders, appointments and dismissals, privatization and lease contracts for public assets such as land, buildings, forests, lake shores, as well as social assistance, scholarship, education and fuel funds.
Based on verified information, 80% of the tenders drafted under Babasuli's supervision are questionable and problematic. These tenders have limit funds much higher than the real market value, are conducted without real competition, and low bids are often disqualified in favor of "selected" companies. These abuses alone have caused the Municipality of Pogradec about 11 million Euros in financial damages, while 33 investment contracts have been implemented in only 40-60% of the project, although payments have been made at the rate of 100%.
A flagrant case is the abuses through the "Multi-Functional Center-Pogradec", a structure under the municipality, which has made 1.2 million Euros in payments for sports and entertainment activities that were never carried out, using fictitious documents.
Dritan Babasuli, known in the city by the nickname "Baba i pazareve", is a close family friend of the mayor Ilir Xhakoli. He lives in Tirana and comes to Pogradec only once a week, mainly to sign the documentation of the previously organized bazaars.
In Tirana, Babasuli has a personal business called "Real Solar Sh.pk", established on August 3, 2022, which operates in the renewable energy sector. Sources say that 70% of this company is actually owned by Mayor Xhakoli. Furthermore, Babasuli has another economic activity as a "Person Fizik" with the object of non-bank lending, from which companies that win tenders in the Municipality of Pogradec also benefit.
Another dubious business of Babasuli is the company "DR Solar Sh.pk", which he has in partnership with his brother-in-law, Roland Kokonozi. 30% of the shares of this company were sold in a suspicious manner for only 400 thousand lek to citizens Elvis Gjonaj from Mirdita and Seldir Isa from Erseka.
This complex network of private and public interests through Babasuli and Xhakolli continues to cause major financial damage to the city of Pogradec, while the authorities remain silent in the face of these abuses./ Pamphlet
