The Special Structure Against Corruption and Organized Crime has requested a sentence of 1 year and 6 months in prison for the mayor of Rroskovec, Majlinda Bufi, accused of "using public office for political or electoral activity."

The Special Prosecution has also requested that the execution of the sentence be suspended, placing the mayor on probation for a period of 2 years. If accepted by the court, this means that Bufi will not serve the prison sentence immediately. The final decision is expected to be made by the court.
SPAK has also requested the removal of public functions for 5 years.
Bufi was taken into custody by SPAK in November 2025. The investigation began after a criminal complaint was filed against her. Over the past two years, three reports have been filed against Bufi at SPAK, and she has appeared at least twice to give statements.
SPAK investigation
SPAK refers to several wiretaps that have been published in the media, where Bufi is shown exerting pressure on a citizen, Gazmend Boranji, who was a supporter of the opposition candidate, so that neither he nor his family should go to vote. The Special Prosecution's investigations show that Bufi used his situation to exert pressure, as the citizen had benefited from the municipality's social program to improve housing conditions, but did not have any property documents.
SPAK's investigations revealed that the apartment for which the citizen in question had requested assistance from the municipality was not an existing house, but that he had just started construction and did not even have complete ownership documentation. Despite this, he was included in the social support program, and Bufi was aware of the situation.
A few days before the meeting with the mayor, employees of the Roskovec Municipality's IMT went to the site where the facility was being built and asked the citizen to stop the works, claiming that they were illegal and outside the assistance offered by the social program.
Afterwards, the citizen was summoned to the Municipality and had a meeting with Bufi. According to SPAK, the conversation between them was “developed in a form of pressure, mentioning that the works were in excess of the aid and that he had carried out construction without a permit”. Among other things, in this meeting, Bufi mentioned to him the fact that he had sent him messages, where the person in question said victory to the opposition candidate.
"Do you know how you can escape this? From this moment until the elections are over, don't open your mouth and mind your own business. Don't go out to vote at all, just stay home and mind your own business. Don't say a word, you and your family," Bufi is heard telling the citizen in the wiretaps.
SPAK's investigations show that the defendant Majlinda Bufi, on the eve of the local elections of May 14, 2023, asked the GB citizen not to participate in the voting and not to be involved in the electoral activities of other political parties.
The GB citizen was a beneficiary of the Municipality's social program, "Improvement of housing conditions".
