The bill for the prefect was approved today in the Laws Committee. Minister of the Interior Taulant Balla, present at the meeting of the commission, presented the changes which, according to him, redimension the role of the District Prefect, either at the local level or in terms of the exercise of duties and responsibilities.
One of the innovations has to do with the fact that the District Prefect verifies the legality of normative acts of local self-government bodies. Also, with the proposal of the prefect of the district, local public safety councils will be established near the local government units for the performance of special functions for public order and safety, for the performance of special functions for public order and safety.
This local council will also have a task force which will implement and coordinate the security package in schools.
As for dealing with civil emergencies, the prefect will coordinate at the district level the field actions of the FA units, based on the national civil emergency plan.
Similarly, with the new changes, in the moments when the prefect resigns or leaves office for various reasons, his duties are taken over by the sub-prefect who, with the new law, is provided not to run either for the elections to the assembly, or for the bodies of local government, just as it is foreseen for the prefect.
Democratic deputy Dhurata Çupi says that this law does not bring change or add value to the prefect.
"As far as the local councils are concerned, Çupi said that they cannot be provided for in the law on the prefect but in the law on local government that will require another vote, and requires a qualified majority and another discussion procedure. If these local councils are close to the prefect, I think they violate the little autonomy that the municipalities have. With this law, you control the prefect even more authoritatively, even though you appoint him yourself. I did not see any innovation that the law did not have," said Çupi.
Even the deputies of the Democratic Party of Rithemelimin group warned against the vote.
