When we talk about drugs and patients' options to secure them, attention is focused on the list of reimbursable drugs that benefit chronically ill people.
Often times, this list is used to advantage. A recent audit of KLSH highlights numerous problems. This document is confidential and has not yet been made public. While Inside Story was conducting this investigation, we have learned that the report has been submitted to the Prosecutor's Office.
According to the audit, at least 1 million euros is the damage caused to the budget due to not drawing up the list of medicines that remained unchanged for 3 and a half years. A number of new products have entered the market at lower cost, but they did not make the list.
FSDKSH, there is no regulatory provision on the way of drawing up the List of Reimbursable Medicines, this since the drawing up of the List has so far proceeded spontaneously, in some cases it is not drawn up for the budget year, which has exposed the FUND to a risk high. From the introduction of new alternatives, at least 939 thousand Euros, or 114.3 million ALL, would have been saved in the budget.
The budget for the reimbursement of drugs for FSDKSH is specifically defined in the budget law in a separate article. Limits have been set for the reimbursement of medicines, year after year, in order not to exceed the funds allocated by the state budget. Also, it is intended to keep the mandatory health care insurance scheme under control.
"If these needs are met, 5 million won't be given for drugs, but 10 will be given for medications, if 50 beds are made and not 19, citizens don't have to fight for the queue", said Gazmend Koduzi, Professor of Health Management.
"We have the budget, but health is three times less than what Serbia has, 5 times less than what European countries have. Comparing it with the countries of the region, we are very bad, even Kosovo has a better budget in the Health sector.
