In June 2024, the government approved an increase in the salaries of State Police employees. According to them, the salaries will be many times higher and will depend on the rank of each employee. Meanwhile, not long after, hundreds of employees in the Local Police Directorate of Berat, which also includes the police stations of Skrapar, Berat, Dimal and Kuçova, complained to Fiks Fare that they did not receive the food treatment for the month of December 2023. Also, they had not even received the additional hours of the months of June, July, August and September. Not even the food treatment of the month of September 2024, which the government gave them as compensation in supermarkets.
Dozens of police officers in the District of Berat addressed the Fiks Fare show about a problem regarding the non-payment of food treatment for the month of December 2023. Even, with the letter number 5670/9, dated 17.09.2024, of the leader at that time in duty of the State Police, senior leader Mr. Sokol Bizhga, orders "finance sectors to pay the obligation for the month of December 2023 to the salary account of police officers".
"As it was ordered on September 17, 2024 with the telegram from DPPSH, the payment in the amount of the obligation for the month of December 2023 in the salary account of about 300 employees of the State Police, Berat, has not been carried out. And this is carried out openly by the Head of the Berat Finance Section, Mrs. Burbuqe Koro with the deception that this value was given to these employees in advance in the middle of December 2023. There is no way it will happen, because after completing a month's work for this, you will also be paid for food compensation from the employer no later than the date 5 of the following month," the complaint states.
Fiksi also spoke with a police officer, who said that they did not receive the additional hours for the months of June, July, August and September 2024, also in contradiction to the telegrams of the General Directorate of the State Police. In fact, they did not even receive the food treatment for the month of September 2024, while all the local directorates of other districts have paid it. The policemen have not been paid the additional overtime hours (12-hour service) of the summer tourist season 2024, for the period 15 June-July-August-15 September 2024. As well as the night hours for the month of September 2024! "We have told these concerns to the leaders, but no one has fixed them," said the employee. He said that, before the salary increase in June 2024, he received a salary of over 80,000 ALL. "Now a little more than 60 thousand ALL. We can't count them, because sometimes they throw them, sometimes they don't, and we don't know exactly," he concludes.
Fiksi spoke on the phone with the head of finance at the Police Directorate of Berat, Burbuqe Koro. She said that the food treatment payment of December 2023 was paid in the middle of December 2023. Meanwhile, dozens of police officers declared that they did not receive them. Regarding the payment of additional hours during the summer season, he says that "there are no funds", while the payment of food treatment for the month of September 2024 will also continue. He claims that there was a lack of funds and the priority is salaries and then additional hours and nutritional treatment. "Even there can be mistakes because we are human. Fiksi asked the Police of Berat for information about these complaints and in response this director wrote to us that there are "350 police officers" in the District of Berat. "The food treatment payment for the month of December 2023 was made on December 27, 2023," says the Berat Police Directorate. However, the document dated September 17, 2024 of the General Directorate of the State Police, named telegram, has gone to the Directorate of Berat. It states that "we inform you of the approval of the food compensation fund". "Finance sectors to make the payment in the amount of the obligation for the month of December 2023, in the salary account of the police officers" is stated in this document.
The General Directorate admits in September 2024 that this month's payment has not been made, contrary to what the head of finance in Berat stated that "they have received". But, if it had been paid, the General Directorate of the State Police would not have ordered this directorate to make the payment in September 2024! Regarding the additional hours and unpaid ones, the directorate says that the payments for the additional hours have been made for the months of June and July 2024. The payments for the period August-September 2024 will be made when the funds arrive.
