A well-structured corruption organization based in the company "Eco Alb" shpk has been put at the center of a frightening scandal that has engulfed the entire Elbasan region.
This company, created by all the municipalities of the region to manage and incinerate urban waste, has today turned into a financial criminal organization, which has embezzled around 9 million euros of public funds without performing any real service.
According to investigations so far, this is an organized group with clear structures and separate roles, from the company administrator, to financiers, technical employees and political supporters in the municipality.
Citizens have paid taxes for waste cleanup, while the waste has been left to rot in nature and the money has ended up in the pockets of a tight network of individuals connected to local government.
"Eco Alb" shpk had as its mission the processing and incineration of waste, a vital service for the community and the environment. But investigations have revealed that despite continuous payments and optimistic financial statements, the service has not been actually performed. Instead of functional plants, there is only a fictitious mechanism to generate invoices and to disappear public funds.
The company has turned into a well-thought-out fraudulent scheme, where false invoices, falsified reports, and silent collaborators in the municipality have made possible the largest theft of funds dedicated to the environment.
According to confidential sources, the climate within the company has become severely tense. Panic and fear have gripped the staff, as more than 20 employees have been summoned for questioning by the investigating authorities tomorrow.
Reliable sources indicate that the list of suspects is long and includes over 30 people, including senior executives.
At the center of the scandal is the company's administrator, Lel Kaja, who is expected to be arrested within hours. He is accused of leading the internal criminal structure of "Eco Alb" and signing dozens of documents for suspicious transactions.
The "Eco Alb" company has not operated in a vacuum. It is a product and tool of the municipalities of the Elbasan region, which not only created it, but also continuously financed and approved its balance sheets, despite the lack of service and misuse of funds.
The question that naturally arises is: Were the mayors directly involved or did they deliberately turn a blind eye to the abuses?
If the approval of false balance sheets and the uncontrolled disbursement of funds are not penalized, then the entire fight against corruption is worthless. The prosecution is faced with a serious challenge: to take the investigation beyond the facade and into the offices of political decision-making.
As public funds disappeared, Elbasan and the surrounding area were covered in waste and stench. Incineration was not carried out. Cleaning did not exist. Control was lacking. Nature was destroyed and citizens were deceived.
This is ecological corruption, where in addition to economic theft, we also have long-term consequences for the health of the population, water, soil and air. Thousands of tons of waste have been buried or left in open places, proving the total failure of the company's mission and the supervision by the municipalities.
"Eco Alb" is more than a company, it is a criminal organization with institutional cover, which has operated with political support, immunity from punishment and unlimited access to public funds.
What happened in Elbasan is not an isolated case, but a reflection of a rotten system, where environmental protection is just a facade to steal millions. Therefore, this is not just a case for the Prosecution, but a test for the Albanian state: is there the will to dismantle the theft organizations that operate under the guise of public services?
