During his 3 months in office as Minister of Defense, Pirro Vengu, he created and signed 82 tenders with a total value of 45 million Euros, not planned as investments and services in the 2024 budget, of which he closed 53 and gave them to friends of power clients with fictitious tenders worth 95-100% of the limit fund, while 29 tenders are in process.
One of them is the tender signed by him on November 5, 2024 and published in the Public Procurement Bulletin of November 11, with the object "Construction of the location (parking) of personnel vehicles, internal roads, green spaces, reinforcing walls and the engineering network in the Ferraj military department in the area of Dajti.
This department is the Support Command, where there is actually a parking lot for state and private vehicles of officials and other employees of this military department, built 2 years ago, with a tender from the former Minister of Defense, Niko Peleshi, with a warranty period of 10 years.
But 3 months after the appointment, the current minister, Pirro Vengu, has decided to make another tender worth 1.4 million Euros with VAT, to rebuild the parking lot, decorating it with flower beds, new alleys, and even with a surrounding wall, when all the military department No. 4030 in Ferraj-Dajt is surrounded by military guards.
The tender has reference number 28064-11-05-2024 and according to the announcement made by the Ministry of Defense, it will take place on November 21, 2024.
