Naureda Llagami urges Constitutional Court, appeals Supreme Court decision

The process for electing a new Constitutional Court judge has entered a new spiral of conflict. The former president of the High Judicial Council, Naureda Llagami, has addressed the Tirana Administrative Court of First Instance, requesting the suspension of the decision of the Special Session of the High Court of September 30, 2025.

In her request, Llagami states that the decision favoring candidate Asim Vokshi is irregular, as a ballot that clearly supported her candidacy was unilaterally declared invalid. With 9 votes in favor, three more than Vokshi who received only 6, Llagami would have been declared the winner if that vote had not been rejected with the absurd justification of a double marking.

If the Administrative Court accepts the suspension, the Constitutional Court process could be reopened, calling into question the legitimacy of the Supreme Court's latest decision. This is an important test for the independence of the justice system and for how voices that do not compromise with politics are treated.
