
German Ambassador: The competition for the head of SPAK should be transparent, based on merit and free from external influence
Politics will not have an easy time getting their hands on the race for the new head of SPAK. Today, the KLP opened the race for the successor to Altin Dumani, who ends his mandate as head of the Special Prosecution Office on December 18. He is not eligible to run and his colleagues are expected to enter the race. But looking at the developments of the last 3 years and what happened when Dumani was elected chairman, internationals fear that politics will try to intervene in the process to install a puppet leader, in order to escape investigations.
For this reason, messages towards the KLP have intensified in recent days. After the US and EU a few days ago, today a message came from German Ambassador Karl Bergner. He asked politics to stay away from this process.
" In recent years, under the leadership of Altin Dumani, SPAK has made extraordinary contributions to the fight against corruption and organized crime in Albania. The great trust of the Albanian population and Albania's international partners in the work of SPAK impressively underlines this. The process launched today by the High Prosecutorial Council to elect the next head of SPAK must be transparent, merit-based and free from external influence. The independence of the judiciary, which must be demonstrated in the process launched today, but also in the daily actions of the executive and legislative bodies, is a key criterion for Germany regarding the rule of law and Albania's level of preparation for EU membership ," he stated.
The United States of America and the EU delegation in Tirana have also aligned themselves in the same line. The US embassy, through Nancy VanHorn, has emphasized that the selection of Altin Dumani's successor must be "impartial, transparent and free from political influence". On the other hand, the EU ambassador has held special meetings with the chairwoman of the KLP, Mirela Bogdani, to request strict implementation of legal criteria and meritocracy.
The race for the leadership of SPAK is not simply a procedural issue. In the background is the fear of a repeat of the attempts to seize justice, a scenario averted three years ago when US Ambassador Yuri Kim personally intervened to guarantee an uncontested process. She physically attended the KLP meeting, sending a clear signal that the United States would not allow an appointment dictated by political bargaining.
Today, more quietly but just as seriously, international scrutiny has placed the burden of transparency on an institution that no longer enjoys the luxury of making mistakes. The candidates who will run will be under the filter of international monitoring, and any deviation, compromise or political intrigue behind the scenes is expected to be immediately exposed.
SPAK has become a symbol of justice reform and the restoration of public trust, but this symbol can be overthrown with a single decision. For this reason, the race for the new head is not just an appointment, it is a test for the system, a test for the KLP and a signal of how seriously the Albanian state takes the fight against crime and corruption. /Pamphlet
