In SPAK's strategy to combat the phenomenon of electoral manipulation or electoral crimes, emphasis is placed on identifying and preventing the influence of organized crime and corruption of state officials and private entities in the electoral process to ensure a free and fair electoral process for the 2025 Assembly.
And to achieve this, field investigative groups have been established that will monitor in real time situations for which there may be indications of the commission of criminal offenses in the context of the 2025 Assembly elections.
SPAK will target not only specific entities or individuals involved in active and passive corruption in elections, but also structured criminal groups suspected of influencing elections.
Regarding the intervention of criminal groups, the SPAK strategy emphasizes that criminal groups, for their own illegal interests, often interfere in the electoral process through threats, financial manipulation, corruption of election officials, etc.

SPAK will also monitor and scrutinize the use of the budget, investments and public infrastructure, which are not allowed to be carried out during the election period by special entities.
And of course, the greatest attention will be paid to the areas where cases of criminal offenses have previously appeared in the context of the elections and the concentration of investigative resources in them. In these conditions, referring to previous elections, it seems that the prosecutors of SPAK and BKH will be under the microscope of the districts of Elbasan, Vlorë, Durrës, Shkodër, Fier and of course Tirana. Sources indicate that in these 6 districts, which together produce over 50% of the mandates of the deputies of the Assembly, there will be a focused and detailed attention, both in terms of the use of state funds and the engagement of businessmen or criminal groups that have influence in the areas where they operate.
The strategy also defines the phases of field observation that begin in March and last until May.
Observation Phase (March-May 2025)
• Field verification of indications or facts regarding the commission of criminal offenses in the context of the 2025 Assembly elections, under the jurisdiction of the Special Prosecution Office.
• Verification of reports that raise reasonable suspicions about the misuse of the budget and public investments during the election period by special entities.
• Monitoring media and social networks for possible indications of criminal offenses committed in the context of the elections.
• Intensifying close cooperation with law enforcement agencies, AIF, the banking and financial sector.
All investigative teams will have a central structure similar to 'nuclei' that will coordinate the information that is expected to be obtained not only from law enforcement institutions, intelligence or the banking system, but also from denunciations or 'whistleblowers'.
Investigative Infrastructure Central Structure
• Coordinates the work at the central level of all field investigative groups and support staff engaged in the investigation of criminal offenses in the framework of the 2025 Assembly elections, during the election period.
• Cooperates with other public institutions, including law enforcement agencies, international organizations, and civil society organizations, to ensure a unified approach in monitoring the commission of criminal offenses that violate electoral integrity.
• Coordinates and facilitates the exchange of information and resources according to the division of investigative teams in the field.
