
Criminalistics expert Ervin Karamuço directly links the murder of judge Astrit Kalaja to the institutional failure to guarantee security within judicial premises. According to his analysis, behind the assailant who opened fire lies a systematic failure; he calls this event the result of two "murderers", the physical perpetrator and the institutional one who neglected due care for security rules.
Karamuço restores the 2020 VKM, which defines security responsibilities for courts and prosecutors' offices, and underlines that a key role is played by the security officer who must control entrances, exits and carry out physical checks. He points out that in practice, over the years, the court administration changed the method of protection; the police decided to stay outside the fence, while security guards were delegated to the courts; in many cases these guards are not part of professional security companies, nor are they connected to police structures. The result, according to him, is a formality; a checkpoint that only "goes pee pee pee" and the physical check is not actually carried out, so anyone can enter and exit easily.
