Greed in the administration does not stop. The High Control of the State continues to reveal how in institutions it is abused in a frightening way. KLSH has published the bulletin of audits for the period January-April 2024 and there was 2,089,223,000 new damages.
According to KLSH, it found 20,790,000 ALL economic damage; 2,000,168,000 ALL negative effects due to irregularities and 86,979,000 ALL shortfalls in the tax control activity.
" In the period January - April 2024, the audits carried out included the assessment of the activity in 29 entities, including different levels of governance such as: central institutions, ministries and agencies (including the central and regional directorate depending on them), self-government units local authorities, the general directorate of fiscal administration, as well as joint-stock companies with state capital in which the state owns over 50% of the shares, or projects with foreign financing ", announces KLSH.
During the period January-April 2024, for the 19 completed audits, the HCSA addressed recommendations for 344 organizational measures and 3 proposals for legal changes or improvements, in the audited public institutions, with the aim of taking measures to improve the situation.
" The value of the financial effects resulting in economic damage to the state budget, has been determined in the field of expenses, in the item "Expenses in procurement procedures and implementation of works" in the amount of 20,697 thousand ALL, as it pertains to violations in: preparation of tender documentation, the drafting of technical specifications and assessment criteria, settlement of invoices for uncompleted work items, etc., where the largest weight is occupied by subjects such as: Fier Municipality in the amount of 5,243 thousand ALL; Shkodër Municipality in the amount of 3,662 thousand ALL; and the Municipality of Lezha in the amount of 1,662 thousand ALL ", announces the KLSH.
During the period January - April 2024, the Supreme State Audit has identified violations of financial discipline with a negative impact on the performance of the administration of income, expenses and the use of public funds in the total amount of 2,000,168 thousand ALL, of which: 1,854,214 thousand ALL in the area of income (or about 93% of the total) mainly in local government income for issues related to obligations for local taxes and fees, non-charging/incorrect calculation/non-application of late interest for the use of municipal properties from private entities; unpaid obligations for entities that exercise activity in the field of retail fuel trading, etc.; and 145,954 thousand ALL in the field of expenses (or about 7% of the total), as a result of violations of budget discipline related to the liquidation of expenses, mismanagement of programmed funds or lack of control in the implementation of procurement procedures not in accordance with the framework legal.
Based on Law no. 154, dated 27.11.2014 "On the Organization and Functioning of the Supreme State Control", KLSH, for the defects and violations found, has addressed to the audited subjects 208 recommendations for administrative and disciplinary measures, of which 184 disciplinary measures and 24 administrative measures.
Specifically, for the violations found based on the above law, Law no. 152/2013 "On the civil servant", article 58 of the Labor Code, KLSH has asked the respective bodies to review and take 169 disciplinary measures (as for 15 other measures, the employees have been fired). / Pamphlet
