The creation of the triple ministry of Economy, Culture and Innovation, the appointment of Blendi Gonxha as its head, and the transfer of many state assets to the administration of this ministry, is revealing the true purpose of Prime Minister Edi Rama in this move.

For 1 year as minister, Gonxha of Babloku has created and implemented a scheme of bargaining and embezzlement with funds and properties, especially with valuable assets, and he is not stopping, donating them with concessions, sales with negotiated contracts and fictitious auctions.

In the information provided by Pamfleti, it is stated that Minister Blendi Gonxhe has started the bargaining, before the elections, to sell 800 state assets called "inactive" and those complex enterprises, units, buildings and land that were given for 20 years with "1 Euro" contracts and for temporary use.

The properties targeted for sale are in the districts of Tirana, Durrës, Vlorë, Korçë, Shkodra, Elbasan, Fier, Gjirokastër, Lezha, Dibra, Berat and Kukës, with a predetermined clientelistic planning of buyers, while the sale auctions will be formal.

Officially, the sale of these 800 properties will be treated as an alleged need to remove non-functional and useless assets from the state's burden; to introduce financial revenues that have been withheld for years into the budget, but also supposedly to be developed by private individuals for economic development and employment.

While the real purpose of their sale, on the eve of the May 11 elections in all cities and 12 counties, is to encourage the looting of state assets and entice voters, through those "strongmen" and influential families in the areas.

We say it is robbery, due to the fact that the working group appointed by Minister Blendi Gonxhja, for the valuation acts of the assets to be sold, has concluded and proposed that they be put up for sale at 30%-40% of the fixed prices that have been determined by government decision.

This scheme by Minister Blendi Gonxhe has been opposed by the Ministry of Finance, as the department that directs actions for state properties that need to be privatized, transferred, transformed or leased, concessioned or temporarily used.

The Ministry of Finance has requested Minister Gonxhe that the properties earmarked for sale must first be proven to be unnecessary for the state; and secondly, they cannot be sold for less than the prices per m2 of land, building and equipment, determined by government decision.

For this reason, Gonxha's ministry, as the administrator of the 800 properties that it will put up for sale, should request the Council of Ministers to approve a special normative act, or an amendment to Decision No. 926, dated 29.12.2014 of the government and Instruction No. 10, dated 12.4.2018 of the Minister of Finance, to determine the sale of these properties at 30-40% of the determined values.
