Tetis Lubonja, former head of the Property Restitution Agency, who signed the procedures related to the privatization of the former Partizani Sports Complex, testified at the Special Court Against Corruption and Organized Crime (GJKKO) on Monday. Her testimony focused on the process of reviewing the files of five known owner families, which, according to the Special Prosecution Office (SPAK), were processed with unjustified speed compared to the requests of other citizens.
According to the investigative file, the procedure for the return of the properties began on January 17, 2007. Lubonja herself had previously stated in SPAK that the files of these families were among the first to be given to the Property Restitution Agency for review and that the process was concluded within about two months.
Before the jury, she defended the legality of the procedures followed, emphasizing that she received her duties from her superiors and that all actions were carried out in accordance with the law. "I received my duties from my superiors. I implemented the law and followed all procedures. The file was in two sectors, legal and graphic. These territories were recognized as the property of the former owners. Legal procedures were followed and we provided a legal assessment," Lubonja declared.
She also explained that on-site verifications were carried out by the relevant specialists of the institution.
One of the elements identified in the SPAK file is related to the composition of the working group that reviewed the property files. According to the prosecution, the group consisted of three people, while at least two of them turned out to have had connections to the heirs of the beneficiary families.
In this context, SPAK has also mentioned Tetis Lubonjë, who according to the investigations had acquaintances with Jamarbër Malltez and Rudina Llagami. It also turns out that a few years later she was employed by the company "Kontakt" sh.pk, the company that developed the towers project on the territory of the former Partizani Club.
Before the court, Lubonja admitted this fact, stating that she had worked for about six months part-time as the company's legal chief. "I worked for several months, 6 months part-time at 'Kontakt'," she said.
However, the witness denied having been pressured or communicated with the beneficiary families during the review of the files. "We have had no pressure from the former owners, no communication at all. I have no contact with Berisha, I have only seen him on television," Lubonja declared.

SPAK pretendon se kërkesat e pesë familjeve pronare u trajtuan me përparësi të pazakontë, pavarësisht numrit të lartë të dosjeve që po shqyrtoheshin në atë periudhë nga Agjencia e Kthimit të Pronave.

Tetis Lubonja: Detyrat i merrja nga eprorët. Kam zbatuar ligjin dhe kam ndjekur të gjitha procedurat. Dosja qëndronte në dy sektorë, juridik dhe grafik. Këto territore kanë qenë të njohura si prona të ish-pronarëve. Janë ndjekur procedurat ligjore dhe kemi dhënë vlerësimin ligjor.

Tetis Lubonja: Po, Klubi Partizani. Kishte një person që ishte i interesuar në atë kohë, kërkonte privatizim.

Tetis Lubonja: We proceeded with the response, since there was no positive response from one of the institutions. The procedures continued with the other four families, since we had positive responses. The Llagami family was given it later.
Prosecutor: When you were questioned at the prosecutor's office, did you talk about the pressures?
Tetis Lubonja: Not because of pressure, just because of the inconvenience from the daily visits.
