The municipality of Dimal is one of the smallest local government institutions in Albania, a municipality with a small budget. However, this has not prevented one of the largest companies in Albania, "Salillari", from benefiting from the funds of this municipality. In fact, vehicles of this company have been standing in the ring of this city for a long time, as the works have been going on for a long time. They are setting up parts in the vicinity of the Osum River, while God knows what they are doing in that area. The part with poplars has been covered with soil, while some sidewalks have been built which are not accessible at all from this "dead city".
According to the documents available to BoldNews.al, for a short time, "Salillari" has benefited an amount of 4 million euros from this municipality, led in the third term by Juliana Memaj. In fact, Juliana goes to the office once or twice a week, since she lives in Tirana. But, in the most important moments, such as the signing of tenders, it is always present! But, when the money of this municipality ran out, "Salillari" opened an office from the money of the Korça Drainage Directorate, which also covers the Berat District. With one drop of the pencil, although not the lowest bid, "Salillari" has been declared the winner for a river protection job in Dimal. Didn't any other company come out for work in Dimal?!
According to the documents available to BoldNews.al's editors, the Directorate of Irrigation and Drainage in Korça has announced the company "Salillari" as the winner of a job for river protection. The above document was announced on December 11, 2023, while it is about a contract for public works. The object of the tender was "Flood protection of the Osum River at New Bridge, Dimal Municipality". So, in the same place where Salillar's vehicles have been for many months. Is it a coincidence, or is the winner predetermined?! The value of the tender was ALL 65,472,270 without VAT, while the works must be completed within 4 months.
The winning firm, the oligarch Salillari, offered 45,634,826 ALL without VAT, while in the tender there were also lower offers such as that of BOE "ASI-2A CO" & "Shendel". The lowest offer was submitted by a company based in Dimal, "BESTA", which operated with the company "Zeqirllari". Their offer was ALL 37,747,420 without VAT. But this is where the "scissors" operation began, where out of 10 companies in the competition, 8 were not qualified, along with those with the lowest offers. If you will see the list of participants, you will notice that they are the ones who do construction works, win tenders in different municipalities. But, in this case, they did not qualify, opening the way for Salillar to do a job that he has probably done for many months, but he will only put the money in his pocket! /Bold News
