The government has today determined the company that will deal with the marking and traceability of the cannabis plant in Albania.
According to the decision adopted at today's meeting, the designated authority for this process is the company "ALBTrace Co", sh.a.
" The authorized authority for the implementation of marking and traceability, according to Law No. 61/2023, "On the control of the cultivation and processing of the cannabis plant and the production of its by-products for medical and industrial purposes", is the company "ALBTrace Co", sh.a. The Ministry of Finance, the Ministry of Health and Social Protection, the Ministry of Agriculture and Rural Development, the National Cannabis Control Agency and the company "ALBTrace Co", sh.a., are responsible for the implementation of this decision. This decision enters into force after publication in the "Official Gazette" , the government states.
But who is ALBTrace Co., Ltd.? It is the company that has received the fiscal stamp concession. In the documents submitted to the national business center, ALBTrace CO is a joint-stock company where 51% of the shares are owned by the Securities Printing House and 49% of the shares by the company registered in the United Arab Emirates, O&S Security and Solutions LLP.
But what is noted in the submitted documents is that the Arab company itself is 40% owned by SICPA Middle East Investments Holding LTD, a company created by the former fiscal stamp concessionaire that operated in Albania until last year, while the remaining 60% is owned by Oumulat Security Printing LLC, a subsidiary of the Central Bank of Saudi Arabia.
So SICPA, even though it left the fiscal stamp concession, returned there through secret connections. But it seems the government will now also give it access to medical cannabis.
