Pëllumb Salillari is the builder who has received nearly 300 million Euros in tenders, assets and state concessions, as he is close to Edi Rama, so much so that in addition to him kissing him on the forehead after every bargain, Salillari believed those who deceived him by asking for millions in Edi Rama's name, and he gave them.
Therefore, Pëllumb Salillari is free and untouchable by the police, anti-mafia, anti-trafficking, taxes and customs, to commit any oppression and any type of illegal activity, even the arms business.
In some information from 2016-2024, which SHISH sent to Prime Minister Edi Rama as the superior authority of the secret service, it is cited that the builder Pëllumb Salillari has a company called "Bervi Construction Sh.pk", with which he carries out activities of collecting, hiding, laundering and illegally taking millions out of Albania.
This company, created on July 14, 2011 under the name "Bervi-1 Sh.pk", which after 3 months he transferred to his wife with a fictitious sale of 100 thousand lek; Pëllumb Salilari used it until 2017, as a "laundry machine" for the billions of Ilir Meta and a group of traffickers linked to the LSI, with a scheme as if it were supposedly circulating goods, construction materials and food products.
On August 1, 2012, Pëllumb Salillari changed the name of the firm to "Salillari Construction Sh.pk", but continued to use it to hide, circulate and launder the billions of several government officials and criminal groups, with whom he did construction and energy businesses.
On February 13, 2020, following reports from SHISH and other investigative agencies, Pëllumb Salillari changed the name of the firm again to "Bervi Construction Sh.pk" and kept it in the shadows, but continued his money laundering activities, corruption and the underworld.
According to information obtained from SHISH reports sent to Prime Minister Edi Rama and the Police Prosecution, in the years 2016-2023 alone, through his firm with 3 names, Pëllumb Salillari invested 120 million Euros in the construction and energy business without declaring the source of income and without reflecting it in the balance sheet.
Meanwhile, in the years 2020-2024, through this firm, Pëllumb Salillari illegally removed 80 million Euros from Albania to addresses not controlled by the Albanian state, carried out through physical transfers with the "Besa" fund, where Ilir Meta illegally holds the dominant shares.
But on April 26, 2022, Pëllumb Salillari added to the activities of his company "Bervi Construction Sh.p.k" the activity of production, storage, preservation, dismantling, repair, transportation, national and international trade of weapons, ammunition and military goods.
In fact, this firm of Pëllumb Salillari does not have a police permit or certificate for the import, trade, and storage of weapons, military equipment, and materials, but he imports, that is, smuggles them.
SHISH has discovered and informed the Prime Minister, the SPAK Prosecutor's Office, that the weapons, cartridges, chemicals, equipment and special materials that the police and army purchase from the companies that are awarded tenders are imported with false documents and given to Pëllumb Salillari.
We recall that Pëllumb Salillari was convicted of rape when he was a cashier at Ura Vajgurore and was charged with the robbery, murder and disappearance of his brother in Greece.
Currently, there are 2 criminal reports against him for illegal construction; 3 criminal reports from residents of Kuçova for occupying and destroying protected areas and water sources.
There are reports of the destruction of riverbeds and the Zog Bridge; of falsifying tender documents and financing drug plots in Kuçovë and Berat, which Pëllumb Salillari protects with state police and his private police force "Bervi Security"./ Pamphlet
