"Pigeons", how the network of traffickers in England was discovered;

Three people, an Iraqi and two Albanians, have been sentenced to prison in the UK as part of a network that trafficked people from various countries to the island.

According to the National Crime Agency, the group organised small boat crossings from France to the United Kingdom.

Birmingham-based Pistiwan Jameel, 55, who arrived in the UK from Iraq in 2002, maintained contacts with various individuals. The investigation revealed that Jameel brokered the number of people on boats carrying migrants, collected payments and maintained contacts with the smuggling ring operating in northern France.

NCA investigators believe Jameel may have organised dozens of small boat trips from France to the UK.

NCA surveillance officers identified Jameel as he was making contact with Albanian Artan Halilaj, 39, in Perry Barr, Birmingham on September 1, 2023.

He handed Jameel a sum of money and then Jameel made a phone call in which he was heard saying that there were "three passengers, all well and that everything was fine."

Artan Halilaj, who was living in Southall at the time, had arrived on his own in a small boat from Belgium earlier that year. He claimed asylum but disappeared from the hotel where he was supposed to stay while his claim was being processed by the Home Office.

Artani was arranging the crossing for his relative Fiorentino Halilaj, 25, who crossed the Channel in a small boat the next day, September 2. His phone was seized by immigration authorities but later handed over to the NCA. There, contacts with Jameel were discovered.

Over the following days, NCA officers were able to uncover a series of conversations Jameel had with crime associates, in which he arranged crossings for his clients, often referring to the migrants as 'pigeons' or 'sticks'.

On one occasion he complained that competition in the people smuggling market was driving down prices, while boasting that he had made at least two million US dollars for his criminal networks through his contacts.

Another conversation revealed that he was involved in the movement of an immigrant to Turkey from the Middle East and was expected to earn around 10 thousand US dollars from the venture.

Artani and Jameel were arrested by NCA officers on October 23, 2023, while Fiorentino was arrested the following day at the immigration detention center where he was being held.

Jameel's phone revealed information and messages implicating him in at least 50 cases of people entering the UK illegally in small boats during 2022 and 2023.

Artan and Fiorentino Halilaj were charged with aiding illegal immigration.

Jameel and Fiorentino both pleaded guilty, while Artani was sentenced on 12 November 2024 after a 1-week trial at Birmingham Crown Court.

In the same court, Jameel was sentenced to 4 years and 10 months in prison, Artan Halilaj was sentenced to 3 years and 6 months, and Fiorentino Halilaj to 2 years and 6 months.
