58 out of 101 ILD employees are connected to justice clans, while Metani deliberately delays competitions for positions with salaries of 1,700 to 2,000 euros
Internal documents show that Artur Metani has established complete control over the staff of the High Inspectorate of Justice. Out of 101 positions, 58 are held by individuals with family or political ties to the system's leaders. Although the ILD is seeking staffing increases for 2026, Metani is keeping 19 jobs closed. The practice of appointments so far shows that the positions left vacant will be used to expand the clientelistic network that dominates the institution.
The facts show that Artur Metani has alienated the High Inspectorate of Justice, into a nursery for family nepotism of the chief justices and a haven for prosecutors, judges and legal advisors dismissed by vetting.
In the High Inspectorate of Justice, out of 101 officials who have organics, 58 are with family, social, political and interest ties, all appointed through fictitious competitions and orders from Chief Inspector Artur Metani, proof of conflict of interest and the capture of the institution by clans.
But, while the High Inspectorate of Justice complains about an unbearable workload and requested an additional number of employees for 2026, Chief Inspector Artur Metani continues to hold 19 vacant positions.
· The cabinet of Chief Inspector Artur Metani has 9 positions for advisors, but he has appointed only 5 of them, while he has left 4 positions vacant.
· The staff of the High Inspectors of Justice has 20 positions for magistrate and non-magistrate inspectors, but Artur Metani has appointed only 10 of them, while he has left 10 positions vacant.
· The staff of assistant inspectors has 23 positions for specialists, but 21 of them have been appointed, while 2 positions have been left vacant.
· The Statistics Sector's staff has 3 positions for specialists, but 1 position has been left vacant.
· The staff of the Methodology and Standards Sector has 3 positions, but the position of the head of the sector has been left vacant.
· The organization of the Economic Directorate of Support Services has 7 jobs, but Artur Metani has left the position of director vacant.
Why hasn't he announced competitions and filled these jobs for 6 months and 1 year?
For whom is Artur Metani keeping these 19 vacancies in the High Inspectorate of Justice?
The fact that Artur Metani has created a nepotistic network in the management and administration of this higher institution of justice is reason to think that, even in these 19 jobs with monthly salaries of 1700-2000 Euros, individuals with power, family, clan and interest connections will be appointed./ Pamphlet
