The project for the "Volga" boulevard, Elva Margariti and Blendi

Elva Margariti and Blendi Gonxhe have been sued in SPAK by residents and businesses operating along the "Epidamn" boulevard in Durrës.

Residents and businesses operating along "Epidamn" Boulevard in Durrës have sued SPAK against the two former Ministers of Culture, Elva Margariti and Blendi Gonxhe, the two representatives of the Albanian-American Foundation for Development, and the three design studios that drafted and approved the "TID" project, the implementation of which requires the expropriation of 74 families.

The lawsuit by the residents has been filed for "falsification of materials" and a number of other violations, as according to them, no public consultation was conducted for the alienation of the property.

" In 2022, a first permit for the "TID" project was issued, and in 2024, a second permit was issued, where the number of owners went from 100 to 74 homeowners and business owners. The change in number shows that it was done selectively ," said architect Entela Koja.

Architect and urban planner Entela Koja announces that together with other home and business owners, they are preparing the material for the suspension of the "TID" project, the implementation plan of which has been changed several times in different years, by selecting the properties that will be affected.

" The big problems with the project are the clientelist interpretation of who wanted unsuitable property, with wrong projects to lead to demolition. There are expropriations of private lands to turn them into public parks. A good part of them have single dwellings. They are expropriated and become homeless and the most ridiculous thing is the ridiculous value, when these residents should have been asked by the municipality ," said architect Entela Koja.

Residents of “Epidamn” Boulevard say they have had correspondence with the AADF, representatives of the American embassy and several Albanian institutions, but have not found a solution. They have also protested several times in front of the Durrës Municipality, which is a collaborator in this project, but the issue has only dragged on.

The "TID" project aims at the "Restoration and urban requalification of the area", which affects the Archaeological Park in Durrës.
