Former Deputy Commander of the Navy, Artur Meçollari, says that the Porto Romano port project does not support the government's stated figure of processing 2 million TEUs per year. According to him, with a quay of about 400 meters, the maximum capacity would be about 500 thousand TEUs per year, based on international port averages.
Former Deputy Commander of the Naval Forces, Artur Meçollari, has raised questions about the container processing capacity at the new port that the government plans to build in Porto Romano.
In a public reaction, he emphasizes that according to project data and international port operation standards, the declared capacity of 2 million TEU per year seems unattainable with the envisaged infrastructure.
According to Meçollari, the project envisages a quay about 400 meters long for the container terminal, while the average global throughput for container processing is about 80–120 thousand TEU per year for every 100 meters of quay. He argues that, under these conditions, the port of Porto Romano could reach a maximum of about 500 thousand TEU per year, much less than the figure presented by the government.
He also brings a comparison with the port of Gioia Tauro in Italy, one of the largest container terminals in the Mediterranean, which with about 5100 meters of quays processes about 4.5 million TEUs per year. According to him, to reach a capacity of 2 million TEUs per year, Porto Romano would need at least about 2000 meters of quays.
"The government claims it is building a superport in Porto Romano that will handle up to 2 million TEU (containers).
According to the American Chamber of Commerce USA-Albania, the container pier will be only 400 m long, and this is also evident from the project.
Container processing in a port depends on three main factors:
1) the length of the quay, i.e. the number of ships and their size in processing,
2) the technology used (automation) or the speed of the container's passage from the ship's hull to the shore and vice versa, and
3) the storage space on the shore, if it is smaller than the quantity processed.
Today, at the global level, the average annual processing for 100 m of quay is 80-120 thousand TEU and the maximum is 150-180 thousand per year. So with 400 m of quay in Porto Romano, no more than 500 thousand TEU per year can be processed.
Where did the Government come up with the 2 million TEU per year calculation? At least 2000 m of quays are needed for TEU processing to achieve the processing of 2 million TEU per year in Porto Romano.
Let's compare it to Gioia Tauro in Italy. It has a quay length of 5100 m and processes about 4.5 million TEU per year. So the throughput is 90 thousand TEU per 100 m of quay per year.
For the Government to achieve the processing of 2 million TEU per year with 400 m of quays, it must break a global record. For every 100 m of quays, it must process 500 million TEU per year, 5 times higher than the average of container ports globally. Meanwhile, the dry ports in Skopje and Pristina have no impact on the TEU processing efficiency in Porto Romano, but with the accommodation capacities on land," writes Artur Meçollari, former Deputy Commander of our Naval Forces.
Rama government under pressure over Porto Romano
After the tender failures, the new port project in Porto Romano is expected to change, while Prime Minister Rama insists that the existing port in the city of Durrës should be relocated, because it cannot be the right strategic node for Corridor VIII.
But in the press conference on Friday, Rama did not admit that the tender was canceled after pressure from the Americans or the European Union chancelleries, from where several serious offers had come from companies with a global reputation, which did not emerge as winners in the tender that is being investigated by SPAK prosecutors.
Rama tried to justify the impasse he has created with the port of Durres, as an obstacle to Corridor VIII that starts in Italy, passes through Albania, goes further to North Macedonia to reach the ports of Bulgaria.
According to Rama, the cause of the delays is foreign interference, while company complaints and SPAP investigations suggest that the cause was internal corruption with tenders.
"The competition has been organized twice and both times there has been great interest. The point was that the first time, the criteria were very strict, but that doesn't mean there weren't companies that didn't offer them, but they mean that if you can't prepare all the things needed for that competition in time, you can't qualify."
