It is about purchasing electricity from 75 private HPPs owned by 30 Albanian energy companies; of which, the government through KESH and OSHEE has purchased 290 million Euros of energy in the years 2022-2023, but is not paying the obligations.
The promise for liquidation was every 3 months after the purchase of electricity, but KESH, OSHEE and the Ministry of Energy have deceived them, while the owners of HPPs have started legal procedures to demand and receive the obligations.
According to the information provided by the "Pamphlet" from the Ministry of Finance, the government has no financial possibility to pay this energy purchase debt even in the years 2024-2025, while private HPPs are required to continue supplying of KESH and OSHEE.
This news, which they received confidentially from officials of the Ministry of Finance, has forced the owners of the private HPPs to turn to Prime Minister Edi Rama; but instead of the solution for paying off the obligations, they indirectly received an official threat unheard of until today.
Through the Energy Regulatory Entity, directed by Petrit Ahmeti of the CEZ-DIA affair; the government has launched a collective threat against HPPs, starting procedures to remove the power production licenses from all those who will demand the government's debts through court proceedings.
For this threat, Babloku has started to use the Board of the Energy Regulatory Entity, which is a "ready-made gang" in the service of the government, to approve energy thefts, prices and to block, remove and grant licenses according to the orders of the the governors.
On December 18, 2023, the Electricity Regulatory Authority has published 30 decisions for the initiation of procedures to remove the licenses of 75 private HPPs, which are part of 30 energy producing companies, which, not coincidentally, are the ones they are looking for. debts to the government.
This threatening scenario began on November 14, 2023, when the Board of the Energy Regulatory Entity, by order of Bablok, signed 30 group decisions on one date; but did not publish them, as a means of pressuring the owners of HEC not to demand the debts from the government, to continue providing energy to KESH of OSHEE and to remain silent.
