Expert Agron Haxhimali stated that citizens continue to be dissatisfied with the services provided by municipalities after the territorial reform.
According to him, the 2015 territorial reform is a failure due to the way it gave little money and too much power to municipalities.
He also praised the constructive approach of the two commission chairs and called for a more Europeanized model of local government.
" Citizens are dissatisfied with the services provided by municipalities. The administrative units are the units that have led the government to carry out the reform. The administrative units are the failure of this reform, but it is not necessarily related to the configuration of the 61 municipalities. The territorial reform of 2015 is a failure because of the way they were given little money and a lot of power. We are in such a reform today, we are dealing with management issues.
"The Institute for Municipalities has issued a statement supporting the constructive approach of the two mayors, where they have avoided conflicts even among the members of the commission, but I see us having a more Europeanized approach," he told "Abcnews".
