The Police, the Prosecutor's Office and the Court created a vicious circle of accusations that, as much as they shed light on the event, they complicated it.
The serious event that took place on Saturday in the city of Pogradeci, where as a result of the violence perpetrated by Denis Meçe, the 42-year-old Egli Proga became a victim, has created, in addition to suspicions of attempts to hide the crime from the competent authorities, a vicious circle of accusations between institutions, Police-Prosecution-Court.
After 3 days filled with contradictory statements and hints that the event was tried to be hidden from the police, the first reaction came from the Director of the State Police, Muhamet Rrumbullaku, in an attempt to remove the responsibility from himself and the institution he leads, after the case took large size.
In a statement to the media, he said that the accusations that the state police tried to hide the serious incident in Pogradec are unfounded. As he added that the police response was immediate and its actions led to the arrest of the author, which would be contradicted later. He also stuck the "ball" to the Prosecution regarding the mitigation of the charge, saying that the police referred to it as "intentional murder". While he did not forget to intimidate the media by declaring that the State Police will take legal steps for disinformation about this event.
" The allusion that there was an attempt to hide the event is baseless and without any evidence or concrete facts. At no time and under no circumstances did any police officer attempt to erase or minimize the serious event. The police immediately went to the incident, the cameras were seized, several people who were present at the time of the incident were escorted, and all actions were carried out in order to clarify the incident. The author was identified and arrested together with 3 other citizens who are accused of not reporting a crime. The smearing of the state police is not only unfounded but also legally and morally reprehensible. The state police will take legal steps for the disinformation of this event" , said the State Police Director Rrumbullaku.
Immediately after Rrumbullak's statement, the Prime Minister of the country, Edi Rama, in a secret attempt to cover Rrumbullak's "inability" to face the situation, came out and defended the State Police and the Emergency, who were accused of showing slowness in actions related to the event.
Falling into the same pool of contradictory police statements, the prime minister himself declared that the author was caught thanks to effective work. Which from the referenced case file turned out to be untrue, as it was said that the perpetrator surrendered a few hours later.
In the same line as Rrumbullaku, Rama made sure that he only exonerated the Police and the Emergency, leaving any kind of blame to the Prosecutor's Office and the Court.
" Today, the State Police and the National Emergency publicly provided the evidence that refutes the disgusting aggression against them regarding the tragic event in Pogradec, where the police were accused without any basis of trying to hide the event, while the emergency seemed to be too late in providing help to the victim. In fact, all documented evidence, whether of the police operation or the electronic system of the National Emergency, show that the Police arrested the author in record time for 'Intentional murder' and the Emergency responded to the call for help in 7 minutes!
"Manslaughter" charged by the Prosecutor's Office, which sounds incomprehensible to anyone familiar with the dynamics of this tragic event, has nothing to do with the State Police or the emergency workers, who performed their duties with professionalism and full legal and moral integrity ", the prime minister wrote, among other things, on the "X" platform.
But the saga of excuses would not end there. The Court of Korça would appear immediately after the Prime Minister's statement, removing those responsible and addressing them to the Prosecutor's Office.
Through an official reaction, the Court of Korça declared that it was the prosecution institution that qualified the crime as "manslaughter", thus throwing the ball to the Prosecution. The court further argued that it accepted the prosecution's request with the idea that it is based on legal facts and evidence.
" After evaluating the request of the prosecution and the content of the acts of investigative actions carried out up to this stage of the investigation, the court has decided to accept the request, evaluating it as based on the law and the evidence ", the court's response states.
Occurring in conditions where everyone pointed the finger at the Prosecutor's Office, the latter came out and denied the accusations, returning them to the State Police. In its response, the Prosecutor's Office said that the charge of "murder by negligence" was raised based on the evidence that was forwarded by the police to the Korça Prosecutor's Office.
Thus rejecting Rrumbullak's claims that the police had described the case as "intentional murder". The prosecution even went further, rejecting the entire track set up by Rama and Rrumbullaku, saying that the police inspector at the scene did not properly document the cause of the 42-year-old's death, which then led to a chain effect.
"The Prosecutor's Office initially registered the proceedings for the criminal offense of "Manslaughter", provided for by Article 85 of the Criminal Code, this also in reference to court practice in similar cases, judging from the materials referred by the police ", it was said among others in the police response.
Meanwhile, a few minutes later, the Korça Prosecutor's Office announced that it had taken Police Inspector Artur Lilo under investigation, suspected of the criminal offense of "Abuse of Duty".
