Albania will have a new joint-stock company that will provide public road passenger transport services in the country, including lines to tourist areas. This is the latest decision taken at the latest meeting of the Council of Ministers held yesterday, October 1.
Thus, according to the decision made public on the website of the Prime Minister's Office, it is stated that the creation of a joint-stock company with 100% state capital, "MobAl" sh.a. has been approved. This company will be under the administration of the Ministry of Infrastructure and Energy and will offer various services, such as regular passenger transport, tourist lines, transport of students and education employees, as well as the maintenance of infrastructure that includes stations, bus fleet and electronic ticketing systems.
The company's initial capital is 10 million lek, financed from the state budget for 2025. The organization of "MobAl" will be in accordance with the law on commercial companies, with two levels of management: the General Assembly of Shareholders and the Supervisory Council.
The company is expected to be financed primarily from revenues from ticket sales and service fees it provides to other transport operators, as well as from other legitimate sources.
MobAl's tasks
-Operation of public road passenger transport service, including tourist destinations;
-Operation of regular specialized passenger transport services, including the transport of students and educational staff;
-Organizing and ensuring the maintenance of the operating infrastructure, including the bus fleet, stations, charging infrastructure for electric vehicles, the electronic ticketing system, servers for storing and processing data, as well as any other service or element necessary for the operation of the service;
-Collecting ticket fees physically or electronically;
-Organization, licensing and monitoring of public passenger transport services, according to the legal and sub-legal acts in force;
-Creation or provision of electronic systems and applications for the management, information and monitoring of public road passenger transport services.
-The company "MobAl", sh.a., may provide other additional services to public and private entities, in accordance with the purpose of its establishment, field of activity and its statute.
The Ministry of Infrastructure and Energy will be responsible for the implementation of this decision and for securing the necessary funds for the start of "MobAl" operations, which is expected to begin in September 2026.
This decision aims to modernize and expand public transportation in the country, improving services and making them more accessible to citizens and tourists.
