The year 2024 marked a historic global temperature record. Melting glaciers, heat-related deaths, and the spread of tropical diseases in Central and Northern Europe constitute a global health alarm.
Floods in Spain and fires in Greece have hit communities hard. In the EU, floods cause 12 billion euros in damage per year. Meanwhile, air pollution kills over 500,000 people in Europe each year. These facts constitute a second alarm for property safety.
In the face of growing insecurities in property and health, one of the most important measures that developed countries are taking to cope with climate and health damage is insurance. On average, citizens of the 27 EU countries pay 2,182 euros per capita per year for insurance.
The CEO of SIGAL, the largest insurance company in the country, Mr. Avni Ponari, regarding the importance of the industry, states the following:
Insurance is a very important industry, or it is called the third pillar of building a country's economy, for the very mission it has, but on the other hand this industry also creates the personality of a person. A person who has fulfilled with dignity and has the necessary home and health insurance, has a private pension, has car insurance, apartment insurance and other individual insurance, he is a calm and independent person.
Independent because he will not go to the municipality, the ministry or hospitals for anything. He solves these privately immediately and creates his individuality. Europe has been doing this for a long time, because they pay 3 thousand euros per capita per year, while we only pay 50 euros per capita per year. So, we are so far from where we need to go, as this very important figure shows, because we do not have insurance.
We only have one compulsory insurance, while the others are optional and few people seek it. We have to fight with little savings, because insurance prices are very cheap and low. The protection is extraordinary.
Albania has not yet reflected the uncertainty of the times it is living in. Today, Albania pays only 65 euros per capita, ranking last in Europe, after Kosovo (67 euros) and North Macedonia (100 euros).
Meanwhile, our country is facing extreme temperatures and high seismic risk. In 2025 alone, 190 tremors were recorded, more than all other Western Balkan countries combined. Civil emergencies announce that Albania has had a red fire risk map for days. River floods in winter in Europe expose Albania, due to poor infrastructure and precedents, to great risks.
Despite these risks, the level of health and property insurance remains low, due to the lack of financial education and legislation, a kind of statist tradition left over from the past.
Insurance is the safest means to protect life and property, so it must become a civic culture. In this challenge, the most trusted partner remains SIGAL, a market leader for 26 years. For only 1 euro per square meter, property can be insured against fires, earthquakes, explosions, and floods.
