The expenses of the company that won the sterilization concession, "Sani Service", owned by businessman Ilir Rrapaj, have been charged to public hospitals, burdening their budget.
Such is the case evidenced by the audit of the High State Control at the University Hospital of Trauma, where it is emphasized that this institution was forced to pay for the energy spent by the private company as well as its water supply.
"From the audit at the SUT, an increase in electricity consumption expenses for the year 2016 in the amount of ALL 20,974,442 and for the year 2017 in the amount of ALL 25,021,955, respectively more than ALL 4,047,513," is stated in the KLSH report .
The state audit cites that the sums in question were paid by the Trauma hospital for the energy spent by the private entity due to the provisions in Article 19 of the concession/PPP contract signed by the Ministry of Health in July 2015 with the company "Sani Service" shp.k .
According to KLSH, such a stipulation in the contract, adding to the electricity supply of the sterilization concessionaire, has burdened the expenses of the University Trauma Hospital. In the audit of 2018, KLSH has recommended taking measures, analyzing the causes, reasons and responsibilities for the non-efficient use of budget funds in the amount of ALL 4,047,513 and has requested the Ministry of Health and Social Protection to renegotiate the contract for the point 19.5. it is about the point of the contract in which the expenses of the concessionaire were charged to the state hospitals, including water supply, in addition to electricity.
In 2019, the HSC audited the Health Care Insurance Fund, finding that during 2018, compared to the previous year, the value of the sterilization service increased by 954 million ALL, or 84% more than the previous year, an increase outside the institution's forecasts, creating arrears in the amount of ALL 306 million.
SPAK has so far charged eight people for the sterilization concession, arresting former deputy minister Klodian Rjepaj and businessman Ilir Rrapaj, owner of 40 percent of the shares of the winning company "Sani Service".
