The National Chamber of Private Enforcement has reacted to the action of the Prosecutor's Office of Tirana today regarding fraud with microcredits. The prosecutor's office issued arrest warrants for several persons, as they have robbed citizens through the company Micro Credi Albania.
But according to the Chamber of Enforcement, the 7 accused, for whom a measure of personal security has been requested by the prosecution, have not been part of the National Chamber of Enforcement since 5-7 years ago.
The National Chamber has never accepted them as part of it and has initiated requests and proceeded for their "removal" from the profession for more than 1 time (2016-2017 and 2018-2019).
" The report on the prosecution by the State Prosecutor's Office and the referral of criminal offenses related to the coercive scheme of obtaining credit through public fraud, together with the relevant proposals and recommendations, was addressed to the Minister of Justice on 12.2.2020, together with extensive documentary material, precisely from a A working group initiated by the National Chamber, where the creation of the scheme and the fraud of citizens by the cooperation of "Micro Credit Albania", "ADCA", "Shp Zig", "Fs", "Flash" etc. in the statement.

Public clarification: They are not enforcers!
Today the Prosecutor's Office of Tirana announced that the investigation started with the criminal complaint no. 3464, dated 25.02.2020 of the Ministry of Justice against the subjects "Micro Credit Albania", "ADCA", "Shp Zig", "Fs", "Flash" and former to their executors led to 9 requests for security measures "Prison arrest" and "House arrest" for 9 persons accused of the criminal offense "Fraud and pyramid scheme".
Within the sensational news about the 2015 genesis scheme strike, two sentences compete: Justice delayed, justice denied! - Better late than never!
Although the legal sentence prevails over the moral one, today we are conveying some facts with a clarification:
- Former bailiffs Arben Meskuti, Alban Kote, Aldo Daka, Jordisa Dervishi, Alketa Tanushi, had their license revoked in 2017.
- Former executors Kejda Seferi and Albert Gega, their license was revoked in 2019.
- Elda Ibro is the sole partner of Micro Credit Albania shpk.
- Edmond Mato, former sole partner of Star/Fs, has never been an executor.
- The company "ShP ZiG" shpk with Nuis L02110003A was suspended on 18.5.2018. Today it appears with the status of "company in liquidation in progress" (15.4.2024 - 15.4.2025).
- The company "FS" shpk with Nuis L52006036E appears with a deregistered status (7.8.2023).
- The company "Flash" shpk with Nuis L61329023E appears with a deregistered status (27.6.2022).
- "ADCA" shpk with Nuis K92012006Q appears with a suspended status (24.11.2023).
Operacioni i koduar policor “LIABILITY-3” ka ekzekutuar masa sigurimi për 9 persona, ndërkohë që kallëzimi penal depozituar nga Ministria e Drejtësisë në shkurt 2020, është referuar kundër 21 shtetasve dhe 5 personave juridikë. Nuk ka asnjë kërkesë nga prokuroria për administratorët e shoqërive Micro Credit Albania, Flash, ADCA.
7 të akuzuarit (ish përmbarues), për të cilët është kërkuar masë sigurimi personal nga prokuroria, nuk janë pjesë e Dhomës Kombëtare të Përmbaruesve që prej 5-7 vitesh më parë.
Dhoma Kombëtare nuk i ka pranuar asnjëherë si pjesë të saj dhe ka iniciuar kërkesat dhe proceduar për “largimin” e tyre nga profesioni për më shumë se 1 herë (2016-2017 dhe 2018-2019).
Raporti për ndjekjen nga Prokuroria e Shtetit dhe referimin e veprave penale lidhur me Skemen shtrënguese të kredimarrjes nëpërmjet mashtrimit publik bashkë me propozimet dhe rekomandimet përkatëse i është drejtuar Ministrit të Drejtësisë në 12.2.2020, bashkë me një material të gjerë dokumentar, pikërsisht nga një Grup pune i iniciuar nga Dhoma Kombëtare, ku u faktua pa asnjë ekuivok krijimi i skemës dhe mashtrimi i qytetarëve nga bashkëpunimi i “Micro Credit Albania”, “ADCA”, “Shp Zig”, “Fs”, “Flash” etj.
Mes rekomandimeve dhe propozimeve të raportit drejtuar ministrit të Drejtësisë së asaj kohe (2020) ishte Dhoma që kërkoi të njoftohej menjëherë Banka e Shqipërisë, që të shqyrtonte menjëherë aktivitetin e Micro Credit Albania (në atë kohë ishte sh.a – jo sh.p.k) për mënyrën se si lidheshin kontratat e kredidhënies nga ky institucion jobankë, për të gjitha rastet e prezantuara në raport dhe për kryerjen e një procesi riverifikimi të procedurës së licencimit të këtij institucioni financiar jobankë.
Dhoma Kombëtare e Përmbaruesve i kërkoi ministrit të asaj kohe nëpërmjet raportit dhe jo vetëm, që të njoftoheshin të gjitha mediat audiovizive për zbulimin e skemës së mashtrimit publik për të ndihmuar qytetarët që mund të kishin rënë pré e aktivitetit kriminal të 5 shoqërive, që në bashkëpunim kishin krijuar një skemë masive mashtrimi, që po preket pak vetëm sot, pas 4.3 vitesh.
Skema e mashtrimit ka ende shumë protagonistë të tjerë, të cilët janë aktivë sot, të paprekur, të mirëorganizuar, që po vazhdojnë të krijojnë pasoja publike duke e dërguar skemën e nisur në vitin 2015, në nivele fundore kriminale.
Banka e Shqipërisë ka patur dijeni të plotë të zhvillimit të kësaj skeme, mes 5 shoqërive të lidhura me njëra-tjetrën, por nuk ka vepruar duke e mbajtur këtë aktivitet kriminal brenda perimetrit të “mbikëqyrjes” së saj, brenda perimetrit të sigurisë së zhvillimit pa pengesa të këtij aktiviteti dhe brenda perimetrit të përgjegjësisë direkte të saj.
Dhoma Kombëtare ka qënë dhe mbetet aleate e publikut për të çmontuar këtë skemë mashtrimi që e ka denoncuar parreshtur që nga viti 2015 dhe do vijojë ta bëjë këtë deri sa çdo qytetar i cenuar nga kjo skemë të fitojë të drejtën e tij.
We ask the public to believe that the vast majority and the majority of the honest body of private enforcement in Albania have nothing to do with the 7 former bailiffs arrested or with 7 others who may have sold the seals of the profession along with their souls, for to be the paid "murderers" of the microcredit schemes that have financially and spiritually massacred the ordinary Albanian citizen and peasant.
As in any profession or field of life, we too, especially we, have had or have among us those who should not be or those who should not be. But we reject and denounce them as we have done all these years, until today.
We encourage SPAK to take active actions to isolate and minimize the serious consequences that have come to thousands of Albanian citizens, due to allowing the operation of this massive fraud scheme, by its identified perpetrators!
