Many public institutions, over the months and years, turned a blind eye and deaf ears to an occupation of public space. The occupier was not a strongman or a street urchin, neither more nor less than the headquarters of Raiffeisen Bank Albania.
In the back section that connects Kavaja Street with Durrës Street, in an indigenous Tirana neighborhood in the middle of the capital, Raiffeisen Bank turned the public space and sidewalk into a shelter for office air conditioners. This situation, covering a full 70 m2, according to IMT, was built without a permit, and precisely by an institution that should have the law and the permit as sacred. So, the BANK.
The only institution that dared to face it without being seduced, even though Raiffeisen Bank has a lot of money, was the Tirana Territory Protection Inspectorate.
This institution, in response to residents' complaints, found illegal occupation and construction by Raiffeisen Bank, fined it and demanded its immediate removal and return of the sidewalk to public service.
But the bank, for its part, rejected this decision, knocking on the door of the court. A few weeks ago, the court ruled in favor of IMT, forcing Raiffeisen to pay the fine imposed by IMT. What remains very surprising is how this situation was not seen by the satellites Albania 1 and 2, as well as the State Police, the Municipal Police and many public institutions, tolerating almost a ghetto with bars, generators and air conditioners that make life miserable for the residents.
The decision where IMT won against Raiffeisen BANK
On February 5, 2026, the court ruled that Raiffeisen Bank must pay the fine imposed by the IMT, as well as interest on late payments, bringing the bank's bill to nearly 6,000 euros. It remains to be seen whether the bank has reacted or will react to the removal of the unauthorized construction.

Based on the Law on Territorial Planning and Development and Law No. 10 279, dated 20.05.2010 “On Administrative Offenses”.
DECISION:
Punishment of the offender Raiffeisen Bank with a fine in the amount of:
93,200 (ninety-three thousand two hundred) new lek.
Fine to be paid within 10 days from the date of notification of the decision.
The decision can be appealed to the court within 10 days.
The appeal does not suspend its execution.
