The investigation into the sterilization concession affair is expected to expand even more.
Violations in the process of awarding the 100 million euro concession for the sterilization of surgical equipment, according to SPAK, occurred before and after the tender.
In fact, the scandal goes even further when it turns out that the Ministry of Health does not have an original contract for this concession.
In the SPAK file published by the media, it is stated that on October 8, 2021, the decision was taken to seize the documents of this public-private partnership investment.
The judicial police officers requested the original documents from the institution, but on December 20, in the minutes, they stated that despite searches in the archive, the original document was not found, not even the relevant annexes.
A notarized copy has been seized instead. The prosecutors also accuse of inflating the costs for the purpose of fraud with serious consequences for the Albanian state.
Even, among other things, it turns out that the equipment for the sterilization of surgical equipment was in the QSUT to handle more of the sets that were required in the QSUT hospital, but it was not put to work.
So the SPAK file highlights a situation that is as unbelievable as it is criminally punishable. The original 10-year contract signed between the state and businessman Ilir Rrapaj, arrested for fraud, has been lost and cannot be found.
SPAK says that he has looked for it everywhere, but it is not even found in the Ministry's archive and has been lost.
The concession owner Ilir Rrapaj and Deputy Minister Klodian Rjepaj are already under arrest.
Former Deputy Minister of Health Klodjan Rjepaj and businessman Ilir Rrapaj, the owner of the company Investital LLC, were arrested by order of SPAK for the sterilization concession worth 100 million euros.
Businessman Rjepaj was on vacation in Dhërmi when he was handcuffed on the evening of August 16, 2023, after he refused to appear to testify at SPAK regarding the concession procedures for personalized sterilization of single-use surgical equipment.
The Special Court for Corruption and Organized Crime has directed the SPAK to expand the investigations also against the former Minister of Health, Ilir Beqaj, the former Minister of Finance, Shkëlqim Cani, as well as 4 other officials, who have had connections, suspicions about legal violation and knowledge of this concession.
