The Prosecutor's Office of Vlora has placed a mortgaging block on a land area of 13 thousand 750 square meters in the area of Gjileka in Himarë municipality.
This property was alienated by two people, brother and sister, Elton Marko and Larisa Marko.
"Ora News" has learned that Elton Marko served as a surveyor in the municipality of Himara and due to his position, he managed to falsify a series of documents, becoming the owner of over 13 thousand square meters of land, which is worth 2 million and 750 thousand euros.
The investigation led by the prosecutor Arjan Xhaferaj, has revealed that the surveyor of the municipality of Himare had benefited from this land surface by making a series of forged documents.
Meanwhile, the same person was discovered during an investigation in 2021 that he had illegally benefited from three "Walnut" type plots and one "Ullishte" with a total area of 8700 square meters located in the areas called "Shima" and "Parambela". in the village of Dhërmi.
These three properties with an area of 2,500 m2, 3,000 m2 and 2,200 m2 are registered in the mortgage of Vlora in the name of Arqile Marko, Mimoza Marko, the two parents of Elton Marko and his sister, Larisa Marko.
For the theft of these assets, the surveyor of the Municipality of Himara, has used a very clever scheme of forgery of a series of documents, which bear the name and forged signature of the current mayor, Jorgo Goro.
Based on this situation, the arrest of surveyor Elton Marko was ordered, assigning him a second measure of "arrest in prison". The surveyor's sister, Larisa Marko, who turns out to be the beneficiary, has also been placed under arrest.
From the acts administered during the investigation, it was proven that the sister and brother in cooperation with each other committed "Forgery of documents", committed more than once and in cooperation as well as "Forgery of seals, stamps and forms". carried out more than once and in cooperation and "Cleaning of the proceeds of criminal offense or criminal activity", carried out in cooperation.
For the registration of the property, Larsisa Marku initiated an administrative judicial process at the Court of First Administrative Instance of Vlorë, where he requested the registration of the entire surface according to property document AMTP no. 9859.
In the administrative trial, citizens Elton Marku and Larisa Marku used forged documents, Form No. 6 and AMTP.
Forged documents were used in some institutions by the persons under investigation, such as; Vlora District Council; Himara municipality; in the judicial process developed at the Administrative Court of First Instance Vlora and then at the former ZVRPP Vlora (today ASHK).
From the investigation, it was proven that, after registration, numerous actions, divisions, transactions/sales were carried out on the property, passing most of the total area of 13,750 m2 to third parties. At the time of carrying out the above actions, Elton Marku was the topographer of Himara Municipality.
Likewise, the investigations proved that after the registration with the former ZVRPP Vlora of the area of 13,700 m2, legal actions were carried out on this property in order to hide/cover up the illegal nature of the acquired property by means of forged documents.
He alienated and sold property in Dhërmi, handcuffed to the surveyor of Himara Municipality, part of the Troci scheme.
A part of this property remained in the co-ownership of citizens Elton Marku and Larisa Marku.
While from the total area of 13,750 m2, an area of 7050 m2 was sold.
