The Mayor of Tropoja, Rexhë Byberi, does not part with corrupt affairs and theft of public funds through tenders, even after the "House Arrest" measure where SPAK and the Special Court isolated him.
With the seal of the municipality at home, he continues to sign the bargains he made when he was free and untouchable; tenders for which the justice isolated him in "House Arrest".
One of these bargains is the tender that Rexhë Byberi created on July 12, 2024, for the alleged reconstruction of the irrigation channel "Ura Vigi i Vakës-Cerrnica" in Tropoja, with a limited fund of 324 thousand Euros, which he gave to the company "Griald Sh .com
According to the findings, this tender was issued with "Red Flag", because it was awarded with a fictitious competition, using 3 other companies "Nika Sh.pk", "HTSH Sh.pk" and "BAJRAMI N" Sh.pk "', which intentionally submitted incomplete and inaccurate documents.
The scandal deepens, with the fact that the Mayor of Tropoja, Rexhë Byberi, in addition to signing the announcement of the winner on August 30 when he was on vacation, also signed the contract of this tender on September 11, 2 days after SPAK and the Special Court of put under "house arrest".
He signed the contract on September 11, with the conviction that according to the promise made by the "tall" of the government, the "house arrest" measure would be removed in the court session on September 12, 2024.
But Rexhë Byberi was left under "house arrest" with 3 serious charges of abuse of office, corruption with tenders, rigging of tenders, fraud and falsification of documents, in collaboration with subordinates and individuals who gave them millions with false acts and procedures.
Through connecting threads, in order not to increase and aggravate the criminal acts; in the announcement in the Public Procurement Bulletin dated September 16, the announcement of the conclusion of the contract of Tropoja Municipality with the canal tender company, concluded on September 11, two days after the mayor Rexhë Byberi was placed under "House Arrest", was removed.
According to the complaint sent to SPAK by Tropoja Municipality officials, the tender for the alleged reconstruction of the irrigation canal "Ura Vigi i Vakës-Cerrnica" with a contract value of 324,000 Euros is fictitious, just like the 50,000 Euros tender for the same service that was awarded the same company "Griald Sh.pk".
According to the data of the State Treasury, the company "Griald Sh.pk" has received nearly 1 million Euros from the Municipality of Tropoja, as a joint operator with the company "Vllaznimi Sh.pk" of Bashkim Byberi, the uncle of the mayor Rexhë Byberi.
