The Shkodra Court has imposed this Thursday the security measure "compulsory appearance" for 8 residents of the Baks-Rrjoll area, arrested after protests against the works for the Bashkim Ulaj resort. In addition to this measure, the court has decided that the residents will also be prohibited from approaching the lands to which they claim ownership.
The decision has been opposed by other residents of the area, who gathered in front of the police station in Shkodra. According to them, the measure is unjust, as they are prohibited from approaching the lands they consider theirs, while they continue to seek justice for their properties.
The February 28 protest was accompanied by tensions, with dozens of villagers and their supporters damaging excavators and cabins of the company “Gener 2”, owned by businessman Bashkim Ulaj. Vehicles of the private security company “Breçani Security”, which had been contracted to guard the construction site, were also damaged.
Residents accuse businessman Bashkim Ulaj of taking their properties to build a tourist resort in the area. Works on the “Blue Borgo” project, which covers an area of about 146 hectares, began in early February after a construction permit was granted.
According to the project, the construction of 33 accommodation and service structures is envisaged, with buildings from 3 to 10 floors above ground and one underground floor. The project developer is the company "ABA Blue Borgo", which enjoys the status of strategic investor.
Meanwhile, for residents who oppose the project and claim ownership of the lands, the latest court ruling means that, at least for the time being, they must stay away from the properties they say they are fighting for.
