The decision of the court which led 57-year-old Arben Pjeçi to undertake the grave act by ending his life in his office at the Durrës police station is clarified.
Deputy Commissioner Arben Pjeçi from Elbasan was the father of two children, a boy and a girl.
He was sentenced by a final decision by the Court of First Instance of the General Jurisdiction of Durrës, with community service for minor injuries after a fight with a neighbor that happened two years ago.
The court's decision has led him to a difficult psychological state after ending his career in the police.
Decision:
Referring to the criminal complaint filed at the Durrës Police Station, by the injured citizen (complainant) and at the same time the defendant *******, the content of which proves that the latter on 25.06.2022, around 3:00 p.m. after leaving his apartment, which is located in one of the apartments at the "Fizarmonika" Palace in the "Apollonia" beach sector, in Neighborhood No. 13, Durrës to go and do shopping at a minimarket food unit located nearby. Meanwhile, at these moments, he found that his neighbor, the defendant *******, also in the legal capacity of the injured person and the complainant of the criminal offense, entered the building's resting place by parking his vehicle, behind the vehicle of the defendant ************** who, seeing and ascertaining this action of his neighbor, the defendant **********, asked the latter to park his vehicle to another place and not to block his way, as he was going to move in a few minutes with his own vehicle, but the latter did not give him any answer.
A few minutes later, after returning from the minimarket, the defendant ******* found that his neighbor, the defendant *******, had not removed or moved his vehicle from the place where he had parked it a few minutes ago and was standing there and although ******* asked him again not to block the passage for his vehicle, the defendant ******* responded, according to statements and explanations of the defendant ******* about the conflictual event in question with expressions and insults with insulting content towards him and his family members.
Meanwhile, during this time, a fierce physical conflict started between the defendants ******* and *******, where each of them explains and declares that during these moments they were punched and kicked in the face and other parts of their body and from these blows they are bleeding on the face, where their wives were also involved in this fight between them during these moments and specifically the citizens Sedije ******* and Shqipe *** ****, which, after having made it possible with the help of other people to separate their husbands from the conflict, have left for their homes.
Meanwhile, a few minutes after the occurrence of this physical conflict between the aforementioned persons, the defendant ******* appeared at the beach police station, notifying the state police structures about the physical conflict that occurred between him and the defendant **** ********** and a few moments later the defendant ******* appeared at the Durrës Regional Hospital, where he also received the necessary treatment for the physical injuries suffered during the aforementioned conflicting event, which according to the conclusion reached in the Medical-Legal Expertise Act No. 210/Compiled by the medical-legal service at the Durrës regional hospital have shown that: "The injuries found in the citizen ******* fall into the category of those injuries which result in the temporary loss of ability to work in measure over 9 days".
At the same time, following the execution and legal documentation of the investigative actions on the conflictual event in question by the judicial police officer in the Prosecutor's Office of the Durrës Judicial District, the complaint was received and documented, as well as the record of the statement on the circumstances of this conflictual event and the injured citizen and at the same time the defendant *******, who, among other things, explained that during the physical conflict with the defendant *******, the latter first provoked him with banal and offensive words and expressions and a few moments then he shot him with a fist and other strong tools in the face and head causing this citizen some health damage for which the citizen ******* was born necessary to receive the same day's treatment in the Durrës Regional Hospital, health injuries which, according to the conclusion reached in the Medical-Legal Expertise Act No. 212/E, have resulted as: "Injuries which fall into the category of those injuries which result in the temporary loss of ability to work in excess of 9 days.
