With the excuse "there were no favorable offers", the new director cancels a finalized tender to award it to the firms she wants. Same value, same object, only the beneficiary changes...
With her first appointment as director of Albanian Radio-Television, Eni Vasili did not reform or introduce transparency. She did a simple and very Albanian thing: she canceled someone else's tender, to do it herself. With the same value, the same object, the same scheme, but with other firms. The market changes name, not essence.
The tender with the object: "DVB-T2 distribution network maintenance service", worth 10 million euros with VAT and a 4-year term, was scheduled to be held on April 7, 2025, by the former director of RTSH, Aurora Polo. But it was blocked by the new board of directors elected on March 17, and on May 12, the new director Eni Vasili officially announced its cancellation.
On paper, this might seem like a decision for procedural correctness. In reality, it is the overthrow of an old bargain to pave the way for a new one. The same fund, the same specifications, the same technical needs, but with the company chosen by the new director and those who brought her to the helm of RTSH.
The market that never closed, only to be reopened by another party
Aurora Polo had decided to award the giant contract again to the German company "Rohde & Schwarz", which in March 2021 had won the same tender for the same amount. Behind the scenes, sources from RTSH confirm that negotiations had been closed and the deal was finalized. But the change in direction ruined the plans.
Now, Eni Vasili has paved the way for the same tender, but with a new procurement commission set up by her people, and with close sources mentioning names related to Mrs. Linda Rama, her friend and likely the real sponsor of Vasili's appointment through the SP-PD agreement in parliament.
In the decision to cancel the tender, Eni Vasili also signed an excuse that smacks of fraud: that there were no suitable and profitable offers for RTSH. But the facts show the opposite: there were several offers from Albanian and foreign companies, with prices 20–30% lower than the limit fund.
From Polo's last, to Vasili's first: only the signature changes
Essentially, this is not a tender cancellation. It is a redistribution of favors. Aurora Polo was not allowed to close the deal it had started with “Rohde & Schwarz”, because at this stage, the bargain belongs to someone else. And ironically, this is the first firm of a director who comes with a moderate image, but who is continuing her journey with the suitcase of a scandal in her hand.
This tender constitutes 40% of the annual budget of RTSH. And it is decided by vote at the procurement table controlled by the subordinates of a director who was not elected for professionalism, but for other connections that go beyond the doors of RTSH.
Therefore, history has not changed. RTSH has not passed from one hand to another to make it transparent. It has simply passed from one bargain to another.
Let's wait and see who will take it this time: the old Germans with a "new obligation", or a new company with a political guarantee from the Socialist Party and private care from the Prime Minister's friend. In both cases, this is not network maintenance. This is market maintenance./ Pamphlet
