Two super-tenders over 9.6 billion lek for water supply "with a 10-year guarantee", total failure after 3 years...
For 5 days, the city of Vlora has been without water, not due to a lack of resources, but because the distribution network has stopped working, which the leaders of the Municipality and the Water Company are deceiving, presenting as a technical defect due to the depreciation of the network.
But two investment documents that "Pamfleti" is publishing confirm that the water distribution and supply network of the city of Vlora was rebuilt 3 and a half years ago, with two tenders held by the Municipality and the Water Company.
These two tenders, with a total value of 9.6 billion lek including VAT, were awarded by the former mayor of Vlora, Dritan Leli, and the former director of the Waterworks, Shkëlqim Leskaj, to the company "Gener 2 Sh.pk" of the oligarch Bashkim Ulaj, which also engaged his subsidiary company "4 AM Sh.pk".
The first tender, with the object "Reconstruction and construction of the water supply network in the Lungomare - Uji i Ftohtë - Shkolla e Marina areas", with a contract value of 6.3 billion lek, was held on September 25, 2020, with a work deadline of 1 year, but in fact the works lasted 2 years.
This tender was awarded to the company "Gener 2 Sh.pk" and its front company "4 AM Sh.pk", with a contract value of 99.3% of the limit fund, to build the water supply network with a 10-year operational guarantee, while any possible defects had to be financed and repaired by the private company.
The second tender, dated June 29, 2021, for the water supply of the city of Vlora, with a work period of 6 months and a contract value of 3.3 billion lek including VAT, was awarded to the same company "Gener 2 Sh.pk", for 99.6% of the limit fund and without competition, also with a 10-year operating guarantee, where any possible defect had to be repaired with financing from the private company.
But the warranty on the works only lasted 3 years, leaving families and businesses in the city of Vlora without water for 5 days, a shortage that continues even during the end-of-year holidays, while the state is paying for the financing of the water supply repair.
With letter no. 386, protocol, dated 12.02.2021, the National Water Supply and Sewerage Agency added 400 million lek to the Bashkim Ulaj company, with the object of "Water supply and sewerage", which were paid at the end of 2024 as "fees on the tail".
But the oligarch Bashkim Ulaj, on May 21, 2021, also received the tender worth 8.7 billion lek including VAT, for the reconstruction of the water supply system of the villages of the Novosela Administrative Unit in Vlora, while the network of this water supply system is not functioning in some villages.
