In early September 2025, UNESCO is expected to approve the decision to include the Vjosa Valley in the list of World Biosphere Reserves, as a natural asset of unique value, which must be protected from any construction interventions, hydroelectric power plants, inert centers or other structures that affect the ecological integrity of the area.
But before this decision comes, two Albanian government ministers; Blendi Gonxhe (Economy, Culture and Innovation) and Mirela Kumbaro (Tourism and Environment), have taken action to take total control of the territory through a public-private partnership (PPP) that will give them the exclusive right to manage tourism along the entire Vjosa valley.
According to reliable sources of "Pamfleti", Gonxhe and Kumbaro have prepared the project and are in the final phase of the procedures for the creation of a special concession, which aims to transform the entire Vjosa natural park into a private tourist business, camouflaged as "natural administration within the framework of international protection."
The concession, now codenamed the “Gonzhe–Kumbaro project,” envisages the establishment of 14 campsites, guesthouses, and rafting points along the Vjosa River and in the estuaries of the rivers that join it. But this investment is not simply an offer for tourism development, it is a predetermined monopoly, which will exclude any other local or national actor, prohibiting the construction of any other tourist structure in the area, even within the populated centers near the valley.
Through the guise of the "World Natural Park", the two ministers plan to demolish every existing facility along the Vjosa River and establish their own structures controlled by trusted people and family members, with whom they have been destroying every segment of public property for 12 years with illegal tenders, concessions and licenses.
This concession was conceived and directly supported by Edi Rama (Babloku), as part of the latest strategy of plundering territories through the facades of nature conservation. In the same way as they gave Turkish investors the right to build two hydroelectric power plants in Poçem, Mallakastra, in the middle of the territory that UNESCO now seeks to protect, today the legalization of a new theft scheme with an “ecological” face is being prepared.
The same logic was used for the Butrint Park, where Babloku and Kumbaro gave permission for the construction of a resort with villas and palaces to the company "Sallameri-Hako", destroying the integrity of an area that is officially under UNESCO protection. Now, the same formula is being used for Vjosa, with the same names, the same hands and the same power machinery that, through concessions, covers the plunder of nature with the cloak of state management./ Pamphlet
