Chief Guardsman Ermal Onuzi, with the freedom to steal and the guarantee of inviolability that Babloku has given him, is using the greed of a thief, dipping into the Guard's tender pan.
While Guard officers are not receiving financial and food benefits for the hardships and overtime services, director Ermal Onuzi is creating tenders for the purchase of luxury cars.
By Order No. 576/11, dated March 11, 2025, Chief of Guard Erma Onuzi, announced the tender with a limit fund of 968 thousand Euros, for the purchase of 3 vehicles, which will be used to accompany government officials, divided into 3 procedures (lots) for each car.
The announcement states that an "SUV" vehicle will be purchased, with a limit of 116 thousand Euros; a "4X4 (S1)" vehicle with a limit of 254 thousand Euros and a "4X4 (S2)" vehicle with a limit of 598 thousand Euros.
The tender for the purchase of 3 cars with a total fund of 968 thousand Euros, the head of the Guard, Ermal Onuzi, declares that he will hold it on April 24, 2025, while he will receive the cars after 2 years, a fact that raises suspicion that he has devised a theft scheme, which is plausible, knowing what kind of connections the director of the Guard has with crime.
While the Guard needs the 3 cars to escort government officials and will receive them in 2 years, why is Director Ermal Onuzi buying them 2 years ahead of schedule, when the market has such vehicles in abundance?
While the funds limit he has set for the purchase of these cars is much higher than their market prices, he has not even disclosed the technical specifications for them and has divided them into lots.
The other surprise in this tender is the fact that the chief guard will pre-qualify and select the company that will be the winner, then formally send it the invitation to bid; when he has published the financial offer with a fund limit and the tender date.
In the tender announcement, he says that the law requires a minimum of 3 bidders, but he will hold the tender even if only 1 company presents itself, admitting that he has predetermined the winner and made a bargain with him.
He says that he will select the company that has a guarantee that it can bring the ordered vehicles to the Guard, a fact that means that he will make an advance payment, as he did in the tender dated December 27, 2024, worth 800 thousand Euros, for the alleged repair of the Guard's vehicles.
These bargains and thefts with fictitious tender documents and costs, signed by the head of the Guard, Ermal Onuzi, were signed by the Guard's tender director, Tahir Imami, who was arrested several times for fraud, forgery and theft with the uniform tender gang at the Ministry of Interior, during the time of Flamur Noka.
