After 2 years of parliamentary, criminal investigations and trials by the new judiciary, Olta Xhaçka will continue her mandate as an MP, is back on the list and will enjoy the resort she is building in Himara as a "Strategic Investment", registered in the name of her husband Artan Gaçi.
The ground for not touching Olta Xhaçka's resort and not arresting her husband was created by Prime Minister Edi Rama and SPAK leader Altin Dumani, based on this evidence that proves that they coordinated their positions.
First evidence/ On October 25, 2023, SPAK seized 10 thousand m2 of state and private land in Himara, stolen with false papers by Olta Xhaçka and Artan Gaçi, on which works for the resort had begun, but did not seize the facility at the stage it was, the company "AG TCC Sh.pk" and allowed the works to continue.
Second evidence/ On March 23, 2024, the mayor of Himara, Jorgo Goro, was arrested for falsifying documents for the land where Olta Xhaçka and Artan Gaçi are building the resort, but SPAK did not include Xhaçka's husband in the investigation file as an accomplice and beneficiary of the land with false documents.
Third evidence/ SPAK and the Special Court, confirmed that spouses Olta Xhacka and Artan Gaçi obtained the resort land with false documents, but Prime Minister Edi Rama did not revoke the title and construction permit of "Strategic Investor".
Article 19 of Law No. 55/2015 states: - “If, during the preparation, development and implementation of the strategic investment project, it is determined that there is false data, the beneficiary shall immediately have the construction permit and the status of “Strategic Investor” revoked.
This determination is also a main condition in Decision No. 3/5, dated March 29, 2021 for the Olta Xhaçka resort permit, signed by Edi Rama as Chairman of the Strategic Investment Committee.
But Babloku has not revoked Olta's construction permit and "Strategic Investor" status for the resort, as he used parliament to not revoke the MP's mandate, disregarding even the Constitutional Court's decision.
Fourth evidence/ SPAK confiscated the land where the Olta Xhaçka resort is being built and transferred it to the state, but did not confiscate the facilities built on the confiscated land, although those facilities are a product of the crime of land grabbing and part of the collaboration in this crime, for which Mayor Jorgo Goro was convicted.
Fifth evidence/ Edi Rama's decision not to revoke Olta Xhaçka's "Strategic Investor" permit; agreed with Altin Dumani, to confiscate the land where the resort is being built, but not to confiscate the objects built so far, is their game, so that Olta Xhaçka can complete and enjoy the resort in Himara.
The 10,000 m2 land where the resort is being built has passed into the ownership of the Himara Municipality, which the company "AG.TCC Sh.pk" of Olta Xhaçka and Artan Gaçi has the right to re-acquire for free as a "Strategic Investor", because they have actually occupied it with the construction of the resort.
Therefore, Babloku did not remove the title and permit of "Strategic Investor", while the head of SPAK, Altin Dumani, allowed Olta Xhaçka and Artan Gaçi not to be criminally prosecuted, their works not to be blocked and their facilities not to be confiscated, even though they were part of the robbery of the land where they are building the resort./ Pamphlet
