In a report sent to Prime Minister Edi Rama, from the Ministry of Infrastructure, which is in the process of building the roads, and from the Ministry of Finance, which finances them from the state budget, it is stated that "Rruga e Arbri" and "Rruga Kardhiq-Delvinë" will not be end even within the year 2023.
Because Rrok Gjoka, who took them with a concession, has completed only 78% of the works project on "Rruga e Arbri"; while in 4 segments with a total length of 22 kilometers, the track was destroyed, due to the works of poor quality materials.
Similarly, the "Kardhic-Delvinë Road", on which the route has been opened, but other security works, entrance-exit nodes, signage, protective escarpments and works of art have not been completed, probably the reason is again Rroku, which carries out works intermittently in time.
According to the contracts, "Rruga e Arbri" was supposed to be completed in April 2021, but signs indicate that it may be completed before the 2025 elections, although Babloku has inaugurated it 6 times so far with dibrane song and dance.
While the "Kardhiq-Delvinë Road" should have been completed by 2020, but even though we are at the end of 2023, the government has not left a deadline for completion, even to hide the thefts committed by Rrok Gjoka, it acted with the trick of dividing on the road in lots and under contractors.
So, it is not known when these two roads will be finished, but it is known that the company "Gjoka Konstruksion" continues to extort additional millions of Euros on the contract fund, by order of Bablok and with technical expertise and fraud in the project, allegedly for excavation of land and tunnels.
The information received in "Pamfleti" informs me that a week before the dismissal, Delina Ibrahimaj added 28 million Euros for the "Arbri Road" and 16 million Euros for the "Kardhic-Delvina Road" without a tender, which on Friday have passed to the Treasury to give to Rrok Gjoka.
These additions with a total value of 44 million Euros have been agreed with a false expert report, submitted to the government and the Ministry of Finance by Belinda Balluku and the Director of Roads, Evis Berberi, as if there were allegedly unforeseen land difficulties and works.
The initial cost of the "Tree Road" approved in the parliament was 225 million Euros, but it went to 280, 320, 340 and 395 million Euros, while with the last addition of 28 million Euros it became 423 million Euros, or almost double the contract .
The fund of the "Kardhic-Delvinë Road" approved by the parliament was 68 million Euros, but with the additions made to Rrok Gjoka, the value has doubled to 136 million Euros, while with the additional 16 million Euros, it reaches 152 million Euros.
Until now, the total value of the two "florinjta" roads that Rroku i Babloku is building with a concession has reached 573 million Euros, but it is not known when they will be finished; therefore, SPAK should find some time and deal with this financial crime bigger than the landfill./ Pamphlet
