The members of the Board of Directors in ARRSH did not go to work for a single day, but at the end of the month they received huge salaries. The scandal is that they have given salaries to themselves based on the decisions they make and not on the number of meetings held.
The High State Control has discovered a large number of violations in the Albanian Road Authority. As part of an audit, problems were found with tenders, with employment, with board decisions, as certain companies were favored.
KLSH found that the appointments of employees were carried out in a nepotistic manner, as there was no competition at all.
" According to the documentation made available regarding the recruitment of employees, it results that: - For the selection of job candidates by Human Resources during the audit period, 24 employees were recruited, of which in 15 cases the vacancy of the country was announced jobs on the website and the recruitment procedures have been carried out, i.e. in 62.5% of them. The audit shows that there was no competition in any case, that is, there was only one candidate for each job position ", emphasizes KLSH.
On the other hand, it is found that during the audit period, a total of 39 disciplinary measures were given, of which 28 were "Remarks", 4 measures were "Remarks with warning for dismissal", 1 measure was "Moving to a task of a higher level or class low" and 6 "Lay off" measures. From the audit of the procedure for granting disciplinary measures, it is found that there are no transparent procedures, since there is no data related to the way of taking these measures and there is no appeal commission.
Also, KLSH has discovered that the dismissals were carried out unfairly, as those who were dismissed went to court and won.
Numerous violations were also found in the management board. " From the examination of the participation of the members of the Board in the held meetings, it results that during the year 2021, the Chairman of the Board Mr. A. Sh. did not participate in 5 meetings or 42% of the meetings held and Mr. FK, representative of the Albanian Association of Consulting Engineers, did not participate in 8 meetings, or 67% of them. During the year 2022, it turns out that Mr. JH, representative of the Ministry of the Interior, did not participate in 8 meetings, or 80% of the meetings held; and Mr. A. Sh. did not participate in 3 meetings out of 4 held, until he was replaced by Mr. EN through Decision no. 455, dated 09.06.2022, of the Council of Ministers ", emphasizes KLSH.
But the scandal is that apart from the fact that they do not participate in the meeting, from the examination of the payments made to the chairman and members of the Board, it appears that their payment was made for the number of decisions made and not for the number of meetings held.
The audit shows that the Secretary of the Board was proposed by the General Director and was approved by the Board, but did not implement the requirements defined in law no. 8480, dated 27.5.1999 "On the functioning of the collegial bodies of the state administration", since there is no description of its duties in the Internal Regulations of the ARRSH.

“Nga ana e Bashkimit të Operatorëve Ekonomikë .....nuk përmbushet kriteri në lidhje me disponimin e licencave sipas përqindjes së punimeve të marra përsipër, kjo pasi sipas kontratës së bashkëpunimit të përkohshëm mes shoqërive me nr. 5428 rep. 1206 kol., datë 15.09.2021, nga ana e OE I... K... janë marrë përsipër të kryhen 95 % e punimeve nën kategorinë e licencës NS-19 Sisteme kundër zhurmës për të cilën NJP ka përllogaritur shumën prej 121,541,840 lekë. Referuar vlerës përkatëse, OE I... K... i takon një vlerë punimesh prej 115,464,748 lekë (0.95 x 121,541,840), ose kategoria D e licencës NS-19. Në fakt kjo shoqëri disponon kategorinë C të NS-19 e si e tillë kjo kompani nuk përmbush kriterin në lidhje me disponimin e licencës profesionale në raport me punën e marrë përsipër dhe si e tillë duhet të ishte skualifikuar", emphasizes KLSH.
