The government has announced an auction for the lease of a 467.48 m² area within the “Mother Teresa” University Hospital Center, paving the way for the privatization of hospital facilities. The decision, based on a 2014 act that treats the property as “ruined”, provides for a 10-year emphyteusis contract with the right to renew and the possibility of transferring ownership if a double investment is declared. After efforts to provide an additional 1800 m² of land for a hotel, this new step raises concerns about the gradual alienation of public health assets and the transformation of hospitals into business terrain.
After the spaces around the Palace of Congresses, stadiums in Tirana, Korça and Vlora, government residences on the coast, the "Zyber Hallulli" Children's Home, etc., the government has also begun to give the private sector the facilities inside public hospitals.
By announcement in the Public Procurement Bulletin dated February 2, 2026, the Minister of Economy and Innovation, Delina Ibrahimaj, has announced the auction for the lease of an area of 467.48 m² of the "Mother Teresa" University Hospital Center.
It has ordered the initiation of procedures for the lease, through auction, of this state property, which is under the responsibility of the administration and use of the hospital center.
According to the official announcement, it is understood that the area is located within the hospital buildings and the private party that will rent it will make investments; while according to the preliminary information we have received, the environment will be transformed into a bar-cafe-restaurant.
Some time ago, it was reported that Edi Rama and former Minister of Economy, Blendi Gonxhe, prepared the donation to private individuals of 1,800 m² of land within the "Mother Teresa" University Hospital Center, for the construction of a private hotel.
Now, Blendi Gonxha's successor has put up for auction 467.48 m² of hospital space for rent for 10 years, with a rental value of 63,595 lek per month, and it is said that the entity that will receive it has been predetermined.
The legal basis for the lease was Government Decision No. 54, dated February 5, 2014, treating this property as a "ruined state property" and putting it up for auction at a rental value of 136 lek/m² per month.
The auction will take place on February 12, 2026 at the Ministry of Economy and Innovation, but it remains to be seen which friend of Babloku or family member in power will rent it.
The lease contract will be "emphyteusis", which means that the entity that will receive this area will register it in the Cadastre in its name for 10 years.
While after 10 years, the private party has the right to renew the contract for another 10 years; but according to the government decision on which the auction was based, if the investment is declared to be double the value of the facility, he has the right to transfer it to his ownership, taking it away from the "Mother Teresa" University Hospital Center./ Pamphlet
