The head of the CEC, who publicly declared that he would not make payments without investigating the contract, has sent two more invoices to the State Treasury worth 2.2 billion lek on behalf of the company "DHL International Albania Sh.pk", payment for the transport of envelopes with diaspora votes. A pure affair of bargaining and personal gain...

"Pamphlet" had warned about the fraud of the Chairman of the CEC, Ilirjan Celibashi, regarding the game and the bargains he had made with the head of DHL, Qirjako Koçollari. While publicly declaring that he would not make payments without investigating the implementation of the contract for the envelopes with the diaspora votes, Celibashi had agreed behind the scenes for his personal benefits and had started the payments.

Two days after the next statement that he would not pay, on September 29, 2025, Ilirjan Celibashi sent the invoice to the State Treasury to pay the company "DHL International Albania" the amount of 670 million lek including VAT.

In the official letter sent to the Treasury, with his signature, Celibashi writes: "Liquidation Invoice No. 866310762/2025, dated May 8, 2025, for postal service for voters abroad by the company 'DHL International Albania', based on Contract No. 1358/20, dated April 4, 2025".

The invoice sent on September 29 was executed within 24 hours, on September 30, 2025, at the speed used only for emergency payments.
The fact that the invoice is dated May 8, 2025, three days before the elections, indicates that the head of the CEC had prepared the financial documents in advance, in complete violation of the law, which allows payment only after the contract is concluded and verified.

This proves that Ilirjan Celibashi's public statements during the months of June-September 2025, that he would not make any payments without investigating the contract with DHL, were a pure fraud.

According to information from the Ministry of Finance, Celibashi has sent two more invoices to the State Treasury worth 2.2 billion lek on behalf of DHL, as payment for the transport of envelopes with diaspora votes. These payments will continue until the full settlement of the contract of 11 million euros with VAT.

This time too, the head of the CEC has done his bidding, taking advantage of an affair that has already taken on scandalous proportions, where the emigrant vote has become a personal business for Ilirjan Celibashi and his partners./ Pamphlet
