
After laboratory and drug concessions, the Greek businessman with ties to the government secures a 665 million lek contract for the establishment of pharmaceutical laboratories, with fictitious offers and equipment stolen from state hospitals...
In addition to receiving the concession of state medical laboratories worth 130 million euros and 100 million euros in tenders for medicines, vaccines and equipment, Janis Karathanos has also entered tenders for the Medical University of Tirana.
Through his company "PEGASUS Sh.pk", Karathanos has won the tender with a contract value of 665 million lek including VAT, with the aim of establishing pharmaceutical research-laboratory infrastructure at the University of Medicine.
Referring to the procedure and the value of the contract, the award of this tender is a clear corrupt affair and in violation of the law on public procurement, carried out by the rector of the University of Medicine, Xheladin Draçini, in collaboration with Karathanos.
The tender had a limit fund value of 657 million lek including VAT, while the company "PEGASUS Sh.pk" was awarded 665 million lek, equal to 98% of the limit fund.

To guarantee the victory of the tender, the rector and the bid evaluation committee formally accepted into the procedure the construction company "NAOL Sh.pk" and the environmental studies company "ECO-PROJECT ALBANIA Sh.pk", both without financial offers and used only to fill the number, according to the usual Karathanos scheme.
In addition to this manipulation, the leaders of the University of Medicine awarded the tender to the company "PEGASUS Sh.pk" with a value of 100 million lek higher than the offer of the company "BionicTech Sh.pk", which was disqualified, as the deal had been previously closed with Karathanos.
According to information received by "Pamfleti", for the establishment of the pharmacy laboratory at the University of Medicine, Janis Karathanos will use equipment that he stole from the laboratories of three hospital centers, at the time when the government of Edi Rama and Ilir Beqja granted him the concession of the laboratories./ Pamphlet
