A government decision confirms that Prime Minister Edi Rama continues to waste Albanian taxes on fabricated international spectacles in Tirana, which serve only for his propaganda and efforts to clean up his personal image in the eyes of European Union leaders.
One of them is the meeting called the "Investment Forum between EU countries and Western Balkan countries", which will take place in Tirana on October 12–14, 2025.
According to decision no. 556, dated October 1, 2025, to cover the costs of this activity, Prime Minister Rama has decided to remove 317 million lek from the civil emergency reserve fund.
This money, intended for supporting citizens and interventions in cases of natural disasters such as fires, floods, earthquakes or health epidemics, will be used for the hospitality and accommodation in luxury hotels and restaurants of the forum guests.
Although the activity will be largely formal and without any real impact on the Albanian economy, the prime minister prioritizes organizing this "diplomatic show", rather than protecting citizens from emergencies or supporting public hospitals suffering from a lack of vital medicines.
Instead of using the numerous funds from concessions, fictitious tenders, charter trips, luxury cars of government officials, payments to clientelistic NGOs, propaganda concerts or his media, Rama chooses to touch the budget that guarantees people's safety in cases of emergencies.
According to data from the Ministry of Finance, which administers the reserve fund, this forum will cost about 700 million lek. Of this amount, 317 million lek were taken from the emergency fund, while 383 million lek from the annual budget of the Directorate of Government Services for 2025.
The entire amount will be used to pay private companies for the organization, meeting rooms, hotel services, transportation and entertainment of participants.
In the end, it is once again the citizens who pay for the luxury and personal ambition of the prime minister to make international propaganda, while hospitals like the Oncology Department do not have drugs for cancer patients and emergency systems do not have funds even for minimal interventions./ Pamphlet
