Albanian justice is not dealing with the mafia-style chrome and copper concessions, which after many bargains and acrobatics with permit transfers, are being administered by Turkish and Chinese companies. Just like the "Bankers" concessionaires in oil, those in chrome and copper have not given a single penny to the Albanian state for 25 years, because that is how the bargains with the prime ministers of the time were made.
The chrome concession: an economic crime in exchange for bribes
The chrome mine in Bulqiza and the factories in Klos, Burrel and Elbasan were given free of charge under concession to several foreign companies. They have been allowed to be sold time and time again by the Italians, to the Austrians, the Chinese, the Albanians and most recently to the Turks in the documents, with the Chinese hiding behind them.
The concession for the extraction and sale of chromium in Bulqiza was granted by former Prime Minister Ilir Meta on June 1, 2000, for a 30-year term and without any tax obligations to the state. The entire profit went to private individuals.
In May 2006, Sali Berisha left the contract in force and added favors by removing the mining royalty and guaranteeing a 30% refund of “losses.” Since then, the concessionaire has been deceiving every year with loss-making balance sheets, in order to benefit from 5–7 million euros in refunds from the state.
After 2013, Edi Rama not only allowed the company to pay neither profit tax nor local taxes, but in July 2016 he extended the concession until December 31, 2040.
In its 2023 balance sheet, the Turkish-Chinese company "YILDIRIM Albania Mining Investments" declared a loss of 6.8 million euros, when in fact it had a profit of 88 million euros.
Copper concession: in the hands of the Turkish-Chinese mafia
For 24 years, the copper ore in Shkriore has been plundered by the Turkish-Chinese mafia group "Beralb–Nesko Metal", a concession granted in January 2001 by Ilir Meta for 30 years.
In February 2004, Fatos Nano temporarily blocked it to take control of the contract and bargained with the Turks, leaving it in force again.
In November 2005, Sali Berisha unblocked the concession again, while in December 2009, Meta, as deputy prime minister, removed the 10% profit obligation and the mining royalty, giving him the right to exploit the new reserves.
In May 2014, the Turkish company Beralb sold 50% of its shares to the Chinese mafia company Jiangxi Copper for just $30,000. The company was renamed Nesko Metal.
In March 2017, with the intervention of Ilir Meta and the approval of Edi Rama, the concession was extended for another 15 years, until December 31, 2046.
These concessionaires report fictitious balance sheets with losses of 2–10 billion lek each year, while extracting and selling 400–500 thousand tons of copper ore per year. The Albanian government recognizes these balance sheets as valid, turning a blind eye to open robbery.
SPAK should begin investigations into the chrome and copper concessionaires, who, with the blessing of successive prime ministers Meta, Berisha and Rama, have been stealing Albania's natural resources for 24 years in collaboration with the Turkish-Chinese mafia.
